That one fits... now just to decide on what to take out for it. Lightning Bolt maybe? Bolt doesn't seem to fit the theme...

Only thing I can think of is adding cards like Darkness and Sudden Spoiling to buy time and if you decide to stick with blue, Propaganda can also help buy time.
Cards like Ponder can help find Endless Whispers.
Phyrexian Soulgorger is another nice sacrifice outlet.

I use Drove, but potencial replacements are Headless One or Jagged-Scar Archers (thinking of adding Archers to my side :? )
Parallel Evolution isn't as good as I originally thought, so I advise against it. Also It's not Modern legal.
Lys Alana Huntmaster is a good card, I've just had bad experiences with it and that's why I don't use it.
When Return to Ravnica comes out, I'd like to try a card in this deck - Growing Ranks.

Why does this look like "fish", but just with wings? Ooo, I like that for a deck name: "Fish with Wings" :p
Nice deck, the interaction of the creatures with one another is quite cool. Is there a reason you've left out spells like Cloudshift (Momentry Blink has a blue flashback)? You creatures have nice etb affects and only Restoration Angel to reuse them kinda sucks...

Creatures like Bloodghast mite be better than Breeding Pit.

Blood Artist does work with token creatures as the tokens do hit the graveyard before ceasing to exist. It's because of this that I've lost a few games to Blood Artist + Day of Judgment in a token creature based deck :/

Attended Knight + Cloudshift (and similar) is fun.
Lingering Souls is (arguably) the best token producer for BW token based decks.

I just one to say one thing about running mono in Legacy (though I shouldn't have to) - Beware Iona.
I know (in my club at least) that she's mainboard in reanimator, and at least sideboard in at least 3 other deck types (including Dredge). I run my elf deck in Legacy and Iona's the main (but not only) reason I now splash black for off colour kill :/

Timing of playing Rule of Law is crucial. Too soon and Erayo, Soratami Ascendant won't flip, too late and Erayo mite get killed.

Oh, if you'd like to make this mono blue, Arcane Laboratory does exactly the same thing as Rule of Law :)

I'm more of a "rogue" deck builder, so I tend to not follow most of what's considered "normal". With that said, there is some sense in that "12 creature" idea. The idea is to burn face quicker than the opponent can deal with it. Creatures are more of an assistance to that (that's why Vexing Devil fits so well).

Honestly, I'd replace Mogg Fanatic with Vexing Devil. At the same cost, you get either more damage or a bigger creature.

Grim Lavamancer should replace Needle Drop. In my opinion the ability to "reuse" you spells in your graveyard outweighs the draw that Needle Drop offers.

Isochron Scepter is a no go. It's more a tool for combo / control and you're trying to speed burn, so it doesn't fit.

Grave Purge mite work better in here than Grimoire of the Dead.
Similarly I'd put the Tragic Slips back in and take out Murder, so have so much sacrifice in here, you should be able to control Morbid triggers.

Blood Artist + Killing Wave = awesome :p Doing that gives the oponent the choice of losing a large chunk of like per creature (how ever much you made X), or lose 1 life per creature he sacrificed multiplied by the number of Blood Artist you have out >:)
