Lol it's not quite that bad. More like 18/11 because of all the power boosting permanents with vigilance, trample, first strike, and double damage. I've had my commander literally at truly ridiculous levels of crazy

For recurring graveyard return, I'm not really sure what to suggest. You have chant and knell, both of which are fantastic. As for replacing silumgar, I would suggest atarka. Double strike dragons is a daunting thing
This is just beautiful. Most people don't seem to take advantage of how easy it is to get your dragons back from the graveyard when they build a scion deck. I would love to play against this!
It's funny because every time I've sat down to play with this, the other players write me off as the first to die because I'll be stupid and draw all the aggro, simply because my commander is battle centric. What ends up happening is that everyone leaves me alone while I just play stuff that isn't a creature without realizing just how bad an idea that is. Then I start casting a bunch of little guys that have all these extra effects and bonus keywords and they haven't even been out all of two seconds. Long story short, I end up winning through sheer damage. Iroas rarely attacks, but when I use him it tends to hurt since those bonuses make his godliness even more of a thing
Not enough dragons for Silumgar to be truly effective. Too many Urborg. DD isn't great in modern because it either dies too fast or just gets tapped down by its own effect making it useless. This deck is not going to last if you try taking it to a modern event.
Enchantment decks like this are usually called Pillow Fort, or Constellation because of the mechanic. Might I suggest adding in certain other cards from different sets though? Sphere of Safety is a good one for decks like this, as is Ethereal Armor.
So? I have a modern control tournament deck that runs no creatures at all. Still kicks ass and wins me games. Good control doesn't need creatureshttp://www.mtgvault.com/drakeraenes/decks/modern-wu-control/
Breaking // Entering, Mind Funeral. Two of the most powerful mill spells in the last couple of years. Breaking only loses out to Glimpse the Unthinkable, which I'm glad to see is in here. There's also gems like Archive Trap, Tome Scour, and Mind Sculpt.
Since I'm not entirely sure what the meta for standard is right now, I can't really advise on that

Funny that you should say that...http://www.mtgvault.com/drakeraenes/decks/devotion-to-the-sea/
Anytime. Devotion is a fun style of play, and it makes you think about mana costs in a different way. I abused that concept with my black devotion deck that you've already seen, and I have a commander deck that has Iroas as it's commander. Unlike most people where casting your commander almost certainly means game, set, match, mine is simply there for his effect. Indestructible enchantment? Yes please!
By all means. It's incredibly fun to play because it makes you think outside the box and makes some cards that normally wouldn't be considered for a deck useful. I will say though that green is a monster with these rules. Primalcrux and Khalni Hydra grant so much devotion on their own and in the case of Primalcrux it can get stupid huge if you don't take care of it.
His ability searches for an artifact with the same name, so how does that work in a singleton deck like this?
http://www.mtgvault.com/drakeraenes/decks/devotion-to-death/This is an old deck design of mine that focuses strictly on devotion. I've tested it and it works incredibly well, so you might get a few ideas from it. One thing I would like to recommend for this deck is Consume Spirit. It's very effective and I feel it would fit well in this deck, but only if you add Nykthos. Given the amount of devotion you could generate as it is now, it could effectively be a cheaper Gray Merchant. One particular strategy I like doing is generating a bunch of mana with a Nykthos, and then drop a second one from my hand, sacrifice the first one, and then get even more mana. That alone would make Consume Spirit more powerful in this one case. I've done something similar with Exsanguinate and finished off several people in a free for all
Mono green tron is strong since most of the cards that make it run effectively are green.
This is vile! +1
Quicksilver Amulet, Descendant's Path, Dragon Tempest, Dragon Broodmother. Put Scourge of Valkas mainboard. Get either Tempest our Valkas out with Utvara Hellkite, swing with all the dragons you have, watch your opponent burn. It's called a Valkas Bomb. Hard to set up, but devastatingly effective. Faced a deck with that combo and the guy wouldn't kill me because of a lock I had on myself that kept me from dying, so he just kept making Dragon tokens. Final turn he broke the lock by killing the creature keeping it active and hit me for 4,700,000,000,000,000,000,000,000,000,000+ damage. That's only a rough estimate, but it gives you the gist of it's lethality.
If he's a part of the combo, why is he in the sideboard?
Darksteel Forge. Given the prevalence of Fracturing Gust in EDH, I agree. It would be a good addition
