I've been wanting to do a similar deck for a while now, except mine will be UB to use Hunted Phantasm.

Some cards I use in my Stronghold Discipline deck ( http://www.mtgvault.com/dedwards/decks/strong-hold-on-discipline/ ) mite be useful here. In particular I like using Hissing Miasma and Souls of the Faultless to ward off creatures I can't deal with (dam you hexproof). Batwing Brume helps here too.

The BBB is one of the reasons the dual lands are so important, and why I haven't done the Sacrament + Funeral combo yet.

I also just reread Ghost Quarter. It has a "may" clause on the search. If the opponent suspects you have an Archive Trap in hand, they may not search.

I know from when my friend played a Zur deck that you may want to include some way of protecting him until you can get the first enchantment on him (something like Mizium Skin).

Let's not forget that Extirpate and Surgical Extraction can target non-basic lands. This can further cripple a deck :p

I've always wanted to play a kicked Sadistic Sacrament (removinf 15 lands) followed by a Mind Funeral. It's probably only possible to do in UBG and I've yet to get the lands to do so :(

I cannot eplain fully how important Paradox Haze was when I ran susspend. Multiple Paradox Haze stacks too :p

Permanents (Vampire Hexmage and Æther Snap's targets) are only permanents if they are on the battlefield.
A good place to check rulings of indevidual cards is:

I got this off of Æther Snap's rulings:
"Counters on objects that aren't permanents, such as time counters on a suspended card or poison counters on a player, are unaffected by AEther Snap."

Let me see if I'm getting this rite. Are you trying to use Vampire Hexmage and Æther Snap to remove the time counters from suspended cards? If so, you can't. Suspended cards are in exile until their card last time counter is removed, thus they are not permanents and cannot be targets of Vampire Hexmage and Æther Snap

I mostly play Modern, so I won't be much help here.

That said, I like Heritage Druid because I can tap creatures with summoning sickness for mana, including itself on the turn it comes out. Ezuri, Renegade Leader is a good place to pump all that mana into, just be careful with the timing of playing him, he can't regen himself.

Æther Vial will help a LOT in here. It allows you to drop Merfolk while keeping mana open for the counter spells.

With only one source of token creatures (Elvish Promenade), Parallel Lives isn't worth it. I also feel you have too many lands in here...

Tried it, requires too much chance. It's nice and all, but not reliable enough to make it worth while in this deck.

RDW is one of the few cheap decks to make. Unfortunately, I've never been too fond of playing it.

I'm not as skilled as you'd think, just persistent with my ideas. The key to my building of decks is playtesting and getting input from the opponent.

We have a proxy rule recently instated, but there's a limit of something like only a maximum of 10 cards may be proxied and only if they cost $30 or more (as per Star City Games pricing). the 10 limit is what's killing me...

I've yet to try Immaculate in here (or any of my elf builds). For now, I won't include it until I've had significant practice with it.
