Hmm... Honestly, when I think of versatility, I think of removal.My suggestion of world queller comes as one of optional, repeatable and flexible removal. Also super political in nature now that I think about it. It can limit the board of any permanent type you choose. My personal favorite choices to limit are lands (particularly when used in a mana rock heavy deck or with crucible of worlds) and planeswalkers.As for flexibility and utility, I suppose the charm spells are very good. Personal favorites are midnight charm, dawn charm, Dromar's charm, and azorius charm. Flexible and useful in almost any situation.
you might look into sheoldred and world queller, as cards that have lasting impact on board state each turn.

You are forgetting a very powerful infect card.
OK, so my first impression : blighted agent does not fit with the rest of the deck. But hear me out before you get mad.I have found that infect creatures never mix with non infect creatures. They don't work towards the same goal. I get that an unblocked agent, with a hammer equipped is a win, But either you need to go all in on infect or cut it completely because it just didn't work with regular creatures.I would suggest something like [[mist-cloaked herald]], [[Alseid of Life's Bounty]], [[segovian angel]], or perhaps [[siren stormtamer]].
I don't think it needs 8 fog effects. 2 or 3 fog effect cards is plenty. Those slots could be used to better effect by having some draw or instant speed protection, such as vines of vastwood or elvish visionary.I also think paradise mantle isn't needed here. It's fine as a zero mana artifact but I'm not sure it actually does something the deck needs. It's like having lightning bolt in a mill deck. A good card, but not really needed. So I think you could find something else there as well. Perhaps Hot Soup to make your infect creature unblockable or neurok hoversail to give it flying? Something to give evasion to make your creature harder to block. Gryff's boon or rancor. Things like that.I do really like selesnya charm here.Overall I like the idea and I think it has potential. great article, Tylowrath.I have always thought that the vault was a great place to design and test out deck ideas. bounce things off of other players you have built a rapport with. I do wish there was a little more community based support. groups or clans on forums, better forum integration with the rest of the site etc... the ability to message specific people. but the vault doesn't have these. new deck visibility is alright, but the user to user interactivity is terrible, making it feel like nobody sees new decks. essentially each deck has become its own mini forum, being the only way users can communicate with each other. with most being overlooked simply because they are not "meta" decks, even if they are fun or interesting.I do feel like MTGVault is a great resource for new deck builders and veterans alike, and has the potential to be even more-so, but we should try to remember that not everyone builds according to the current comp meta (like myself), nor do they care. just want to be creative and have fun, and we as a community need to be supportive of all players regardless of skill level or interest in comp.support new people, comment on new decks (politely), encourage those who feel overwhelmed. Build the community you want to see here.

To answer both of your questions : no, not really.I mean, technically it can win games... But it never will with the Turing combo since it requires almost literally the entire deck to be on the battlefield without your opponent doing anything to the board state. It is vintage legal so someone could take it to a sanctioned event and try playing with it. But as we all know: just because you can do something doesn't mean it's a good idea.

I would caution about manamorphose, and not cast it with no library, as it does cantrip, drawing you a card and losing the game if incorrectly used. So casting it with a single card in library I think is the proper line.
