Now. Start with a few good Artifacts that can help you in different situations. Dimir Cluestone. Isochron Scepter. Prophetic Prism. Those are decent artifacts. Now. Solid, decent creatures.Wind drake. Basilica Screecher. Chronomaton. Duskmantle Prowler. Fairie Invaders. Grim Rustabout. Liliana's Shade. Mortus Strider. Scroll Thief. Those are all decent creatures. Some of them have flying (which gets through opponent's defense) or regenerationg (which help keeps you alive).
So, would take out all white, green, red cards.
Yep, with Jace and Mill, I would suggest running blue and black colors. That is a start.
Okay. With Jace and Mill...you can start by cutting all colors except blue/black.

Yep, I like Rite of Replication for this deck. I would replace it with Cackling Counterpart. For 9 Mana, with Rite of Replication you are going to get 5 Vampire Clones. That is all the Clones you need to use Bloodline Keeper and Captivating Vampire. Now, with Cackling Counterpart, if you spend 10 mana all you get is just ONE CLONE and you get to buy back the spell.Rite of Replication IS WAY BETTER than Cackling Counterpart or even Clone. Give us something to work with. We need to know what type of deck you want. Control. Speed. Creature. Etc, etc. We need to know if it is suppose to be a regular 60 card deck or Edh commander deck. We need to know what types of decks your friends are going to play against you.
What type of deck. 60 card deck? Or one of the Edh decks? And which Jace are you thinking about using?

Zephid's Embrace. Enchant Creature. It is going to give one of your creatures, shroud, flying, and +2/+2. It will make it hard to kill your unblockable creatures.Good luck.
You need Serra's Sanctum. You are running so many Enchantments...that Serra's Sanctum would be a power house mana producer, in this deck.Good luck.
I like the concept. I would add two Browbeat (so you can keep cards in your hands) and take out two Koth. Good luck

Test it out, at least. Back when i played, there weren't enough -1/-1 cards out. Nice to see that Magic continued with the idea. Do they have Poison decks too? I mean...did they make more poison cards? If so, you could probably build a deck like that.
