Think Twice is really budget compared to other card draws, but it basically is a draw 2 for cmc=5. There are plenty of better card draw options in u/b if you don't want to go the transmute route.
(e.g. Night's Whisper, Pilfered Plans, Concentrate, ...)

A speed version of this idea was my first real deck. It's more about disruption by discarding and removal while having many cmc=2 tutors. Maybe you can get some ideas?!

You have a different style, but I suggest taking out the Tome Scour. It does nothing but mill, which you do with the infinite combo.
If you are looking for something to start the loop, anything that does damage or sends a card to the graveyard (from anywhere) will do.
Therefore removal, discard or unblockable damage are probably better options!?

Not sure if I like the Abbot of Keral Keep or the Rattleclaw Mystic.
Malakir Cullblade was preventing your opponent from chump blocking. I'd keep him at least in the side deck.
But Alesha is a very nice card :)

Btw what do you think of Fanatic of Xenagos?
Is Valeron Wardens to slow for a draw engine?

Seems like an awesome deck :)

A few comments though:

How good is Lightning Berserker working for ya? Is he supposed to burn your left over red mana?!
Id rather run Goblin Glory Chase for Renown / Frenzied Goblin for battle tricks / the over-hyped!? Monastery Swiftspear.
Hardened Scales could also be your 1drop in such a heavily +1/+1 counter based deck.

Bow of Nylea has been working for me a your renown-able creatures wont get blocked that much and it can contribute +1/+1 counters.

Some battle trick instants could also be nice. {R} and {G} both have a good variety of them, and again your opponent will never be sure when he is save to block as long as you have 1 unused mana....

I do like the deck idea a lot. Lotleth Troll + Gravecrawler/Bloodghast/Vengevine has always been my favorite.

I have a few questions though.
Do you really need 4 Golgari Grave-Troll in the deck if you only need 1 in the graveyard?
Is it worth to use the Golgari dredge instead of drawing if you can't summon him? E.g. just for discarding him?
I have seen Tasigur in many Delve decks now, but i dont get why he is supposed to be good. Is his 4cmc effect useful if your opponents gets to choose the card? Wouldnt Gurmag Angler be more usefull - especially as a Zombie?
You wrote "Tymaret adds a little reach to the deck."What do you mean by that? His shock effect seems neat but his other effect unique and yet impracticable!?

You seem to have put a lot of though into this deck and I guess it all makes scene. Would be nice if you explained your tech choices a bit more :)

I guess Sage's Reverie is too much mana for this deck!?
I have an heroic Aura build

Guess your hexproof makes your few creatures hard to kill, while my deck can start to steam roll very hard ones it gets going...
(I try to keep my decks a bit budgets friendly though)

Sorry, don't know the card "Harding scale" - If you mean "Hardened Scales" that is 4x in the deck already :)
Bolster seems neat, yet I don't know if contributing counters on the lowest creature is too random!?
"Abzan Advantage" is a cool Sidedeck card vs Enchantment Creature decks.
I noticed "Elite Scaleguard" with his 2nd effect already, yet I decided he is not worth running with his high mana cost. I might playtest him.
Would "Map the Wastes" accelerate my game?

Thanks for the comment. 3 color deck don't work without expensive search or hybrid lands :(
Otherwise Bred for the Hunt or Vorel of the Hull Clade would be a really nice blue addition...

Cenn's Tactician seemed to be made for this archtype (or rather the other way around), so I put her in...

Yet, I'm still uncertain about the spells in this deck.

Should Brave the Elements be played in a mono white deck!? Or Feat of Resistance enough? Is it even worth playing if I compare those 2 cards!?
Defiant Strike is a free targeting card. And yet 1 is totally random.

Llanowar Reborn is to slow to be played, right?!

Awesome idea if it is yours
I would keep Silence and maybe Stubborn Denial in Sidedeck in case you need it.
Some defenders for early game could help.
Fog Bank for no battle damage, Basilica Guards has Extort in case you need the life gain, Wall of Omen for card draw.

Also how you like Abundant Growth or Karametra's Favor for mana fix and deck thinning?

1 Pendelhaven is always nice :)
Collective Unconscious is also pretty fun if you play elves.
Ezuri has a build-in overrun, I play Fauna Shaman to tutor him.
Besides that, always nice to see the different approaches on an elf deck.

Its always entertaining to look at your budget decks. You really seem to know a lot of cards ;)
Always wondered how Giants are supposed to work with their high mana cost.

The cultivate vs Skyshroud Range is awesome.
Wonder if he enables you to play Gruul Turf?

Obelisk of Urd seems weird to me. Its really nice in elf decks, which this one partly is, but your giants don't need it and it does not help accelerate your plays...
Also, I wonder how the burn components work. Seems like if you control Giants, you wont need them anymore and if not you can't use them. If they work though, Blood (Flesh/Blood) could be another option.
What you think of Taurean Mauler or cheaper Fire-Belly Changeling. Would they make your plays work earlier?

I think what the deck would need most is some consistency fix. Something like Faithless Looting. (But you can't utilize your graveyard in this deck)

All in all again a solid deck.

Funny that u play a cat in a rat deck
It rotated out of standard :/

I don't know if u want to make a modern version out of it?!

I like Cry of Contrition as a card...
Also Augur of Skulls could also be an idea (maybe instead of the cat?!)
Nezumi Shortfang with 4$ is a bit out of budget but would fit the deck perfectly!?

Its {B/R} though.
