Mana wasn't the problem. The whole deck had such a low mana cost that 80% of the time my hand was largely empty whenever I drew the Battalion, making me have to wait to draw another non land just to play it. At least with The Run Vanquisher I could pay the extra 3 mana to play it on the turn I drew it.

I'm Guessing the win is to have the opponent draw himself to death while you fog the creature attacks. Personally, I'd work in Luminarch Ascension as an alternate win condition

Something I've found about Talara's Battalion, it's more often than not a dead card in hand (in my experience) as more often than not, by the time I can afford to pay for both it and another green card, I've not had the second card to play because I had emptied my hand of all my other cards. I actually prefer to use Wren's Run Vanquisher instead.
Ethereal Armor would be nice to take advantage of the Pacifism and Defang :p
Favorable Winds would do nicely in here. Also, Jötun Owl Keeper would be interesting in here.

Everyone always thinks of Fling, but never think of Soul's Fire. Depending on the 'combo', I think Soul's Fire could be a better option, but that's a debate for another deck.
Normally they would be blocked, but that's why they're normally played with Artful Dodge and Apostle's Blessing so they cannot be blocked. Makes for a scary turn 4 kill.
Holy crap balls, Eternal Witness as the main target for a Closet would be awesome
You know, Ponder and Preordain are the only reason this isn't Modern legal. Sadly, those two draw cards are banned in Modern. Looking at your list reminds me of the Kiln Fiend decks I've seen in Modern and Pauper, so Kiln Fiend mite be a good card to add. Sadly, as much as I too like Wee Dragonauts, they're outclassed by Kiln Fiend and Nivix Cyclops, especially in decks running cards like Artful Dodge and Apostle's Blessing to get the damage through. It's been a while since I've looked at Modern Kiln Fiend decks, but I'm sure they now use Monastery Swiftspear too.
Conjurer's Closet could be nice for some 'free' blinks. Solemn Simulacrum is another interesting blink target.
4 of either Terramorphic Expanse or Evolving Wilds should help get the correct colour land.
Another way to combo with the leaches is to donate it then use spells like Mind Bend to change the leech's wording.
I mostly agree with what you're saying, the deck isn't focused enough on the main goal. But I disagree with the comment about the Drowned Catacombs. Catacombs may not have a fancy ability like scry, but it does enter the battlefield untapped, and that in its own is very important.
I'm not too clued up on Vintage / Legacy, but I have an idea: Painter's Servant + only one of the Circles could clear up a lot of space for other spells.It's just an idea, no idea if it'd be viable in the format.
That's what Orochi Leafcaller is for. The Leafcaller can change green mana into any other colour, including the blue required for Freed.

Nice find on imprinting Worst Fears onto Panoptic Mirror. First card that comes to mind whenever I see the mirror is Paradox Haze, but with Worst Fears it'd be silly.
