shrieking affliction is better than Quest for the Nihil Stone, for a 2 reasons:
It's active the turn you drop it so it is a wayyyy better top deck.
It's more likely you'll have them at 0-1 cards than just flat 0.

You might want to up your land count to 23 as you have a high curve...

The land count would have to increase up to 23-24 though. adding 1-2 nyx

You need about 23-24 lands to reliably cast 6 drops each game(assuming you stall out like it seems you will)

how's this been working out for you?
I actually like this build, doesn't rely on a lock to win, but I'm sure there is a better choice than blightsteel.

That's what aether vial is for, it lets you play them out faster than they should be able to deal with(baring some nut hand)
Diffusion is also good Vial is a must in most low curve aggro decks

yeah basically you just want to over run them, google "Modern Meathooks" I wouldn't recommend copying decks as it takes away from personality, but you will get an understanding of how sliver decks look in modern(disregard that one using fog that is bad.)

Modern is a whole nother ball game, Slivers are fun and a challenging deck to master as a lot of it is knowing when to fetch what you need.

The reason you need removal is because you need to be able to kill your dormant sliver to alpha or just get rid of pesky creatures.

Sage is a terrible card(even worse in modern), just trying to help you out.
What you need is:
+3x Chord of Calling
+2x Predatory Sliver
+1x Manaweft Sliver
+4x Aether Vial(it's good to have this left at 2-3 counters, if you have more than one in play have one at 2 and one at 3. Vial lets you play slivers as combat tricks or at end of turn, also they can't be countered when played from vial)
+1x Harmonic Sliver maindeck(Chord of calling target, have another 1x Harmonic Sliver in the SB)
+1x Sliver Legion(instead of coat of arms, can be fetched with Chord.)
+3 Path to Exile
+1 Striking Sliver
+1 Venom Sliver

+16 card

Take out:

-2x Megantic Sliver
-4x Somberwald Sage
-1x Shadow Sliver(leave one in as a chord target)
-1x Call to the Kindred
-3x Firewake Sliver
-2x Elixir of Immortality
-1x Mirror Entity
-1x Bonescythe Sliver
-1x Chameleon Colossus
-1x Xenagos, the Reveler

-16 cards

It's also good to have protection and removal(not just in the form of slivers)

Mess around with your sideboard a bit also.

I mean it should probably follow the legacy/vintage ban/restrictions list but yeah seems pretty sweet. No worries about big combo decks.

Well I play a mill deck back in New phyrexia/Innistrad block. Well it was more of a control deck... but its only win condition was drownyard lol:P

Yeah I feel the Phenax.mill.dec will be better once Supreme verdict rotates. It's hard to deal with an uncounterable board wipe.

Bridge is actually an all star in this deck, I won't go less than 3.

I had Bile Blight in for a while but I just always found I would rather have victim.

-1 Bridge
-1 Wrench mind
-1 Dismember

+2 small pox
+1 victim

(i won't be changing the main decks at the moment as I would like to see if more people have ideas etc. first.)

(Oops I forgot to add the two ghost quarters into the 2nd list( thats why it looks like the urborgs arent needed)

Our worst match ups as 8-rack are R/G tron and Affinity. This is why I added the Ghost Quarters, they deal with nexus, tron lands etc. Also Small pox can be a pretty big beating for Affinity depending on their hand.

4 Urborgs is actuly needed, we need double black by turn 3.
Also if we draw extras we can just pitch them to raven's crime or lily(I have never been upset on drawing 2+ of these)

The other question with list #2 would be, should i drop down to one bridge, change the dismembers to victim of night and add 2 smallpox for the waste not interaction?

Scythe Specter isn't modern legal, and you're running 20 land with 5-6 drops The op deck is a ton more consistent.
Also creature based discard isn't good.
8-rack is the deck I play and if you are going to play it in modern with waste not you can't go budget and expect to win anything.

6 damage isn't enough to justify chancing helping them more than you hurt them.
sure it can make sure it does 6 if they have 0-2 cards in hand but it really isn't worth it.
That is why the only 8-rack decks(even in modern) are still Mono black or Black wit ha blue splash for spellskite.
(talking about decks that can actually 3-1 or 4-0 a daily on Moto, not do alright at FNM)

Replace curse catcher with Judge's Familliar.
You should really choose if you want fliers or merfolk... Kinda awkward having both and 4x winds

I feel that Confidant may not be the best in a deck that has 9 spells over 4 CMC, but i guess it really depends what you take out to add it into the deck.

Zealous Persecution is a card you may want to consider as a 1-2 of main deck and maybe in the sb.
It lets your tokens smash for more damage but also doubles as removal. Now that Deathrite is banned 1 toughness creatures run rampant as mana dorks etc:

Cryptic command?
Essence Scatter should be either 2 more leaks or 2 more remands.
Duress isn't a main deck card and if you want to run more discard run "Inquisition of Kozilek"
Countersquall and Think Twice should become better card draw spells(slight of hand or cryptic command)
