Dang man ... nice standard deck! I suggest nothing .... I prefer a more creature-based approach to izzet, but this deck is awesome. Psychic Spiral is such a great card.

My suggestions: Whelming wave doesn't quite seem to fit, since it doesn't work very well with goblin electromancer. Turn//Burn or Anger of the Gods is nicer in my opinion. Also, stick to shock or even Skullcrack over magma jet if you aren't planning on using a lot of scry. Electrickery is great for dealing damage in standard, and it gets around targeted spells. Finding a way to fit Mizzium Mortars in here would also be awesome.

Mill can't stop spells ... your opponent still has his hand, remember? Since mill is a form of control, it's important to remember that your main weakness is aggro decks.

A dedicated burn deck could still nail one of your mill creatures, and thrown down a Kiln F(r)iend or Guttersnipe. A good Boros deck could still get 4 or 5 creatures out before you milled them to oblivion. Jace's Phantasm is invaluable in these circumstances.

Also, if your opponent has the highly common counter to mill, Elixir of Immortality, having Jace's Phantasm becomes a necessary reply. Your opponent will have to choose between holding onto the artifact or sacrificing it to deal with Jace's Phantasm.

I'll do my best. Memory Sluice is highly useful, able to tap hedron crabs and use either black or blue mana. It beats out breaking/entering, hands down. Don't you dare drop any Hedron Crabs. Lasav, Dimir Mastermind should be your main creature. You should have 4 creatures, one of which is Fog Bank. Your 5 drop can be either Jace or Consuming Aberration.

Basically:
22 Lands
4 Hedron Crabs
3 Jace's Phantasm
3 Fog Bank
3 Lasav, Dimir Mastermind
3 Jace, Memory Adept

After you have your 16 creatures and 22 lands, you should think about instants, enchantments, and sorceries. Put 4 of the ones you really want (like Glimpse the Unthinkable), and 3 of the ones that aren't critical (like aqueous form if you decide to include it).
