So if this follows the usual rules, you wouldn't be able to use rise//fall because it has blue in it.

The problem with trying to combo off by using your opponents and cheap discard is that you never know what you might get. You might get what you need, or you could hit a massive pocket of nothing useful. It can happen. For example, you will likely need the mana you might generate from Waste Not hitting a land trigger correct? What if (and it's a decent sized if) your opponent is playing a Bridge from Below deck? It doesn't even have land in it. There are hundreds of what ifs honestly, but trying to combo using your opponent's hand is risky at best.That said, I do like the deck. And like it was mentioned above, you should replace Probe since it's not modern legal. Street Wraith is a common favorite for storm decks and still nets you a "free" draw for 2 life.
Actually if you go legacy, there is a green one drop enchantment that grants mass haste. Downside is that it's for all players, not just you.
That's why you say screw it and go modern. Better utility that way

You recommended predominately red and blue cards for a green and white deck. That's not going to help much. Now the first one would though
Earthcraft + Squirrel Nest. That's as broken as it gets, albeit expensive money-wise. There are plenty of ways to combo into infinite tokens, that's why I was asking in case you had something in the deck already that you intended to use to combo. You've clearly never played in a professional setting if that's what you think. It states in the judges handbook that each player has to provide the other with a fair amount of time to respond once an action has been completed, and that not doing so can cause you to incur a penalty. It's an actual thing for someone to rush the other player to try and make a game swing in your favor. Maybe if you spent less time being an impudent little "shirt" you'd have read the rules and known it yourself
This is why I dislike budget decks honestly. I'm not filthy rich by any means, but sol ring is so prevalent now that it's easy to get a copy for dirt cheap. Screw the budget in this case. If it makes the deck work, or work better, and it's not absurdly overpriced, I say use it. But, that's why I don't set a budget for my decks.
Why not just use sol ring then? Same result, and helps with that extra mana.

Why use jeweled amulet in a mono colored deck? That's just wasteful. I'd put something else in its place honestly

Except that the enchantment triggers on upkeep, so unless you are using something like Quicken to fire off Verdict at the end of your opponent's turn, this requires you to survive one more turn before you can win. Not a good position to be in let me tell you.
