OP is secretly Donald Trump. He intends to drain the swamp with this deck, but he completely ignores the Urborg in play, thereby accomplishing nothing.

I wouldn't even make him do it. I'd take a copy of it myself, do all of the above, play it exactly how he suggests, and just try to win. I don't I'd make it into the top half of the entire event, but we'll never know.
Still more unsubstantiated claims, and you keep mentioning decks that aren't even used in a competitive format anymore. Werewolves didn't really make much of an impact during SOI that I saw, and tempered steel hasn't been in rotation for YEARS. You're so hung up on those old competitive decks that you're not able to keep up with the changing meta.
Sin Collector is nice, but Kambal, Consul of Allocation is a better option I think. They won't want to play as much then, but they'll have to.
So a few of the things you mentioned I did like and made a few adjustments. Big thing I do want to point out though about this deck. As counter intuitive as kozilek's return may seem in here, it has won me too many games during testing to not keep. I usually only get a single copy in the yard per game, and eldrazipus is usually cast for uu off a reveler that has filled my hand up a little. The deck basically flows like this:Step one: fill the yard with instant and sorcery spells (and hopefully a k's return) while pressuring the opponentStep two: get a bedlam reveler in play and keep your hand sorta fullStep three: wait for the opportune time to cast deep fiend, which nukes almost anything problematic when it triggers return in the yard. If only one goes off and I have another instant to cast alongside it, then any revelers I have out will survive it, and can then attack later on. If both returns go off, which has only happened once, then I just roll with it.I've tried using gearhulk before this, and the biggest issue I have is getting to six mana reliably. The deck overall runs low on cost, with reveler and deep fiend often being cast for just their colored mama alone. Even sin prodder is only in there to get a little extra pressure on while basically guaranteeing that I keep any reveler or deep fiend I hit with it. 8 damage in a deck that has lots of direct damage already is a big threat, and it also puts even more pressure on, because now the opponent has to wonder just what you're going to do next. Ironically, the example you gave of hulk flashing in to block and hitting electrolyze has actually happened, and was very useful. My biggest worry with this deck all comes down to not wanting to add much more in the way of land, because I have plenty of ways to get what I need already, even without fetchland. It's a delicate balance
Shatter was just the first thing that came to mind since it just got a reprint. Smash would probably fit this deck's theme a lot better than Abrade, but creature removal is always a nice thing. Maybe 3 of both in sideboard?

No no, you're good man. I'm not saying go all basics, just go lighter on the shocks and heavier on the fast lands. You already use red heavily, so even then a blood moon won't outright prevent you from playing. Plus it's a good target with whatever creature you use for hand disruption. Only reason I suggested maggot was the less restrictive casting cost is all.Plus, I really do like this deck. The deck I mentioned earlier is also an odd beast itself, so that's why I wanted to help you out. I'll link it for you and anyone else that wants to take a look at it. He has red, so a simple Shatter is all you'd need honestly
Oh and lastly, I recommend Bedlam Reveler. In this deck, it'll easily be castable at two and, AND! It draws you three while also having prowess. I have a red blue deck I've been testing heavily for months to get just right, and let me tell you that bedlam reveler can get scary. I wouldn't recommend a full set, but maybe two or three if you could find a slot? Might be worth it, and you desperately need good draw in late game burn. Plus he's a good body to block bigger dudes you can't kill right away
Also, given how your deck wants to play, you should be running four of on the fast lands, ESPECIALLY blackcleave cliffs since those are your primary colors. You could then entirely drop the shocklands save for rakdos and probably boros. Anything else you could realistically replace with basics, which will not only help you in the event you face off vs blood moon, but will also help you save on life in case you decide to not go the route of death's shadow. Either way, it'll save you cash
I would recommend brain maggot over sculler. Same effect but only requires black. Still has the drawback of being a two supertype card though, but hey, if it works.
