The Evangel is good, steady, 1 Saproling a turn. I use it in my Midnight Guard + Presence of Gond deck that's geared towards abusing Sprout Swarm.

This is close to how I would make a Fungus deck in Pauper:

Khalni Garden doesn't really add to your gameplan. A Plant token and a Saproling token are two different creature types. ie: you can't sacrifice the Plant to Thallid Germinator.

Take Bow of Nylea out of your description, it's not in the deck.

Sprout Swarm is your new favourite card. Remember, Convoke lets you tap green creatures to pay for the green mana part of a card, and Saprolings are green. You can also Convoke using creatures with summoning sickness, and as you can Convoke to pay for Sprout Swarm's Buyback, you can tap the previous casting's Saproling.

Activity might start picking up again now that the holidays are over and everyone is going back to some sense of normal. Prerelease this weekend might help with this too, new cards are always fun.

Aether Revolt's Greenbelt Rampager will be an awesome fit here. Turn 1: Attune with Aether; Turn 2: Greenbelt Rampager :D

Simian Spirit Guide doesn't add to the Storm count as you never cast it. The deck is less about gaining mana an more about gaining a storm count.

Runechanter's Pike is good in a deck that cares about 1 creature getting through to deal damage, bur even Kiln Fiend / Prowess decks can't find a space for it (despite adding to their overall strategy). So, space is the actual problem.

Probe, see their hand.

If counter:
Bait them into casting it. A small amount of medium / low threats can kill most control decks. ie; don't go all in with the storm.

OR

Wait for them to tap out / the wrong mana. This happens more often than you'd think.

If no counter:
Storm to your hear's content.

I see two major problems:
1) You have a LOT of cards that cost 4+ mana
2) Most of your creatures are Legendary
To solve both, I'd suggest lowering the number of legenda to 2x or 3x, depending on how important their abilities are, to make space for a set of Boros Signet. [Maybe: -1 Fumiko; -2 Jazal; -1 Kazuul; +4 Signet]

Next, you can do far better (mana wise) than Comeuppance and Safe Passage for fog effects:
Ethereal Haze prevents all damage from creatures for the turn, not just combat damage like Holy Day.
Dawn Charm can fog; OR counter a spell that targets you; OR regenerate one of your creatures.
Angelsong can fog; OR be cycled to draw a card.
Pollen Lullaby is a good option too as with your mid-high average cost, winning the clash shouldn't be too difficult.

You may want to consider a set of Evolving Wilds for two reasons:
1) Reduces the number of lands in your deck, allowing a higher chance of drawing non lands.
2) Helps increase the chance of having the colour mana you need.

A warning about Lightmine Field; it'll deal damage to your creatures when they attack. Circle of Flame night fill the role better.

Temporal Isolation does the same job, just better thanks to Flash.

This is pretty much Ponza. The only key Ponza card you're missing is a full set of Blood Moon. A large majority of competitive Modern decks rely heavily on nonbasic lands, which puts Blood Moon high on any land disruption list. My experience with Ponza is that denying even one colour mana is enough to still the opponent long enough for you to get the Titan out. I'd remove Molten Rain to make space for the Moon, reason being is Molten Rain requires 2 red, which is difficult to guarantee on turn two.

Another card to consider is Mizzium Mortars. I personally prefer it over Bonfire of the Damned as it is a guaranteed amount of damage to the opponent's creatures, vs Bonfire's gamble. And it can be targeted by Goblin Dark-Dwellers to fry a creature that they managed to get out (this happens more than I'd like to admit).

As for your lands, if you do put a set of Blood Moon in, you may want to use the list I used:
4 Windswept Heath
4 Wooded Foothills
1 Cinder Glade
2 Stomping Ground
1 Mountain
9 Forest

The 8 fetches are to guarantee a basic forest for Utopia Sprawl to enchant, as under a Moon, that's the only card it can enchant. It will fall off any land that stops being a forest. Also, unter a Moon, the fetch lands are Mountains that enter untapped.

Only 2 Stomping Ground and 1 Cinder Glade as under the Moon's effect, they're Mountains.

The single Mountain is mostly for the option to fetch off the opponent's Path to Exile / Ghost Quarter. It can also be fetched off Wooded Foothills, if you don't want to lose the life off Stomping Ground entering untapped.

Mirran Crusader, maybe? It's a very powerful Knight, but having protection from green can be a problem, depending on what you put in. (Rancor can't enchant it)

Your curve is low enough, so dropping a mana dork wouldn't . The tossup here is Birds is a decent choice for Rancor, but Noble has exalted. If you go the exalted route, Qasali Pridemage is a good option, thou it's normally a sideboard card.

Loam Lion is another option to drop, especially if you bring in the Liege. Yes, it gains from your lands, but to get the most out of the Liege, you want multicolour creatures. In fact, for a 1 mana card, Dryad Militant is equally agressive and gets a huge boost from the liege.

Linvala is a nice cards, and good against what it prevents, but it feels more like a sideboard card to me. (it's also your only 4 mana card)

If you have / can get Voice of Resurgence , it is a must in this type of deck.

Rancor? {G} for a permanent +2/+0 and trample helps get damage through. Plus, it doesn't stay in the graveyard when the creature leaves the battlefield.

Also, Wilt-Leaf Liege is worth considering.

Quest for the Holy Relic - searches for and attaches an equipment.
Sigarda's Aid - attaches equipment when they enter the battlefield (under your control).
Honor of the Pure / Intangible Virtue - boost all your tokens.
Kor Outfitter - equip an equipment to any creature you control when it enters the battlefield.
Open the Armory - searches for an equipment.
Stone Haven Outfitter - gives equipped creatures +1/+1 and draws you cards when your equipped creatures die.
Ironclad Slayer - returns an equipment from your graveyard to your hand.
Steelshaper Apprentice - reusable equipment search.
Armory Automaton - attaches any number of equipment (including opponents' equipment) to itself when it attacks.
Veteran's Armaments - auto equips to soldiers and gives equipped creature +1/+1 for each attack creature (including when the opponent attacks).
{any card with "Living Weapon"} - is both an equipment and a creature.

In "normal" decks, I'd agree with Pushkin, but the whole point of this deck was giving the opponent a choice between bad and worse (for the opponent), so Vexing Devil fits pretty good here.

Was thinking more along the lines of a lockdown style. Maybe something that benefits from the multiple upkeeps Paradox Haze gives? If red, I can see Honden of Infinite Rage gaining from the Paradox Haze upkeeps. Possibly Honden of Cleansing Fire too?

Here's a fun idea a friend came up with for the Bogbrew Witch and its related cards: splash white for Angelic Accord. Bubbling Cauldron and Elixir of Immortality guarantee that Angelic Accord triggers every turn, including the opponent's turn. A few, maybe two, copies of Trading Post can help with the 4 life to trigger Angelic Accord; supply a goat to sacrifice to Bubbling Cauldron; return any other artifact in your graveyard, or even (in a pinch) draws you a card.

Bloodghast and Reassembling Skeleton are good sacrifice outlets for the Cauldron.

Nice to see you included Raven's Crime. It'll also help get a land into the grave for Whispers of Emrakul's delirium.
