I really don't know what to say for improvement, but this looks like it could have potential at an fnm environment. I may try my hand at something similar. +1

Relic of Progenitus is my preference for SB. It can instant speed exile a card that does that, and can draw a card when it becomes dead.
Okay, let's start out here. Fifteen lands is way too little. You will nearly never cast your Jace unless the game drags on way too long (which you would probably be dead by then anyway from lack of defense.) and your Increasing Confusion will hit for next to nothing. Up the lands to about 20-22. You should add in Thoughtscour for the draw and extra mill. It's a really good card. This goes back to the land issue. Play the playset of the crabs or don't run it at all. That card can mill for ridiculous amounts. I would even consider throwing in Evolving Wilds or Terramorphis Expanse just to synergize with that card.Curse of the Bloody Tome and Memory Erosion are both subpar cards. They really aren't that threatening and don't provide any sort of line of defense to protect yourself. You would be suffering pretty badly if your opponent had some removal too. You won't be able to block once they get a few creatures on the board and remove 1-2 of your creatures. This will surely allow them to outrace you with ease.Lastly, I'm not going to bash it because I haven't tried it, but Sanity Grinding doesn't seem like a strong card. If it works for you great, if not whatever.I think you should heavily consider splashing black to gain access to Nephalia Drownyard, Black Sun's Zenith, Mind Funeral, Removal in general, Breaking // Entering, etc. I would rather play this as a control deck that wins via mill instead of hardcore mill, because it just doesn't work.
A big part of orzhov tokens in modern is the discard suite. It's essential in removing your enemies ways to fight back and is pretty much the only way to interact with combo decks. Inquisition of Kozilek is probably the best one but duress and thought seize are good too. If your deadset on going pure tokens instead of the typical route, I would try to complete the playset of Spectral Procession and up to 3 Zealous Persecution. From first hand experience, that card is a lifesaver and a game ender.

Versatile Meta? Thalia, Leyline of Sanctity, Rest in Peace, Stony Silence, possibly Ajani Vengeant, etc. Delete Goblin Guide and put in Monastery Swiftspear to save you quite a few bucks and isn't that bad of a downgrade.You thinking about building a modern deck?
I don't know how to explain it, but Ruhan and Lightning Angel should have been what the jeskai were like. Instead of monks, they should have been epic warriors.
How are the swords and Hero of bladehold working for you? I have a similar deck but I always felt I had a more important drop on turn 3, and the hero instantly died to removal. Always. I switched them to planeswalkers instead because they don't die to creature removal and do something when they come into play, whether they die or not. Elspeth, Knight Errant and Sorin, Lord of Innistrad btw.

Is there a reason Oblivion Ring isn't here? Such a cheap card, a great memorabilia piece, and it has synergy with Sun Titan, Mesa Enchantress, and Auramancer while showing the importance of removal in MTG to a beginner.
General rule of thumb, it's not a good idea to have so many singletons in a single deck. It's better to focus the deck's strategy and run the best cards possible for your strategy. I don't blame you if you have a lack of cards, but even so you don't want to run a 5 color deck. It ends up being too slow and clunky without an expensive way to fix the colors in it. I would recommend you go only 1-3 colors. 2 being the best more than likely. It gives an easy mana base, makes it easier to focus, and is easy to build and maintain. I recommend you read this article. It helped me when I first started. The mastery of it will come from experience.
You would probably also want to drop to about 22 lands. 25 is just too much. I recommended dropping 1-2 Windbrisk Heights first as it just makes for some awkward draws if you have too many, Also may want to cut back on the nonbasic lands period. Blood Moon would really give you a hard time considering you have no real way to remove it.
Supreme Verdict is $3.20. Day of Judgment is only like $1.63 for even better budget. No reason not to run it.
