I was thinking about actually adding a Chains of Mephistopheles in this deck considering I just got one for $15. (yeah, I know theyre worth like $60)

I did look around for them with some local card shops. Either people want the full price for them or nothing. Apparently they're "super good".
If it actually does decrease odds, then it's not a myth. 2% is 2%. You want to decrease the odds of pulling lands on draws as much as possible when you don't have the ability to increase your draw count. The only bad thing here is that R/B doesn't have it's own fetch land in Modern.
Beast Within?
Yes. There's no modern R/B build and it filters your deck, pulling a swamp out.
I'd personally go Lightning Bold > Flame Slash. Not only will you be able to cast at instant speed on opponents turns, but also on your upkeep when Braids of Fire triggers.
So, I'm going to assume this is Modern. In which case I would suggest a few things; Bloodghast + Fetch Land Now this is probably aggro vampire's best solution. It's almost a constant attacker. Along with buffs from things like Vampire Nocturnus and Stromkirk Captain he'll prove that he's incredibly worthy. The cheapest Fetch Land I'd suggest is Marsh Flats. It's about $10. Creature Buffs Now people will probably assume I'm talking about singleton buffs. No. Like I suggested earlier, two creature's that are almost incredibly viable for a Vampire deck are Vampire Nocturnus and Stromkirk Captain. Unfortunately the Nocturnus goes for about $20 so something you could also use would be Adaptive Automatron. The Captain's like $1 and the Automatron is about $2-3. Awesome B/R Spells. The two I will suggest off the back are Blightning and Bituminous Blast. The Blightning is awesome card advantage over your opponent ad the Blast will allow you to cascade into just about everything in your deck. Sorin Markov Im sorry, but this guy just doesn't fit here. Sure he can put someone down to 10, but a 6 drop (with triple black demanding) isn't exactly AMAZING. I'd consider adding in (if you wanna stick with Planeswalkers) 2 Liliana of the Veil's or (if you go more creatures) two Kalastria Highborns. Anyway, I did tribal vampire's in Zendikar so this is my two cents from running U/B Vampires in Standard then.
I wish i could use Snow Lands, but besides a few of the cards here, this is an actual deck that I've constructed. In fact, I just got my last partition of it the other day (I needed the Obliterator) and I really rather not order x25 Snow Swamps at .50 a piece. DX

When people say "not standard, not interested" that really makes me question whether or not you're a magic player at all. Playing one type of format is not only incredibly mundane but limits so much of what you can do to the point where I just think you're a goddamn idiot for screwing yourself over. You dont NEED to spend $500 on a legacy deck to be good at Legacy. You don't NEED to spend $100 on a Modern deck to be good at Modern. Sheesh.
I've changed it around a bit. I kept Hypnox simply because I love his flavor and his ability. Sure, he may be slow as shit but he does stop a lot of responses.
My original intent was a Nightmare tribal deck, but then it slowly changed to a reanimation deck. Thanks for the input! :D
That actually seem like a good idea. However, I'm having a hard time figuring out what to take out. The soldiers it puts in are NOT Humans so they don't buff Paris and I'd rather use the Gather the Townsfolk over it.
