That's up to the community. I hardly ever see joke decks make it to the front as much as regular decks. I see a 1 joke deck for every 10 regular decks on the front page and I use this website daily as reference. What happened to the calm, serene nature of this website? Everyone seems to be up in arms about not getting their deck noticed, or people boosting decks, or people making joke decks that seemingly think it's negatively effecting them. I offer constructive criticism to a lot of decks and I don't get noticed for it. I don't really care. It shouldn't be the recognition that you're looking for. It's the fact you're helping someone. That's all you should be aiming for. Aiming for recognition is selfish. I have actually made a deck with 32 Grizzly Bears, 4 Lost in the Woods, 4 Muraganda Petroglyphs, and 20 Forests irl and I tell people about it before I play with them and they're alright with it because it's a casual deck. It really can't win unless you let me win, which is hard to do. I've made a lot of the joke decks here and played with them. They're really fun to play with if the person you're playing against isn't a total asshole.
Because we need a good laugh every now and then? How about instead of taking it seriously, we just post decks and play. The people who WANT help rarely EVER make the front page. It doesn't matter. It's only decks posted by the big names that make it and/or people that boost the likes up themselves. These joke decks are fun to do every now and then and as long as you're not taking it incredibly seriously than you can have a really fun time. My most recent deck (Best Deck Ever) was fun to make and incredibly fun to discuss. Over 90% of the people knew it was a joke deck and we all (bar one idiot) thought it was fun. Who are you to deny the enjoyment of others? Which in all, was the overall point of of this website. To bring players together and have fun, discuss, and build decks that are appealing in all sense. I think you need to calm down and quit being a party pooper. Joke decks are fun to see every now and then. I hate it when the front page is filled by nothing but standard junkies and/or HUGE names on this website because that means no is getting noticed for those small, really cool legacy, edh, and modern builds people are making.

Also, the places that I go to for sanctioned EDH torunaments don't go by this "Duel Commander" ban list. They go by the official, regular ban list.
I'm going by the general ban list. This is a 1v1 deck that isn't going to a tournament, so it goes by the regular ban list. You're playing an entirely different meta. I'm not taking this to a tournament. I'm building this to compete against the top tier EDH decks that also don't follow that ban list. I've never even heard of a "Duel banlist" and I've been playing EDH since the format was created. Use rules and banlist going off http://mtgcommander.net/rules.php
As far as I can tell all my cards are legal in EDH. As for the style of the deck, it features less around a "theme" placed by the color scheme but rather just a U/R version of Vendilion Clique. Scepter is there to imprint utility cards. With a lot of the short responses, I don't mind the Scepter sitting in my hand for a while before I can play it. I was considering boots, but I'm more partial to the Greaves but I'll see if I can find an extra Boots. Only 3 of my lands enter the battlefield tapped. I don't get where you think that's too much. It's the tri colors that usually don't benefit from ETB tapped lands, but dual ones can do it just fine. Things like the Conclave are amazing as they have evasion but the Ghitu I'll take out.
You might wanna add a bit of control in this just so your opponent doesn't destroy your win condition. Force of Will Daze Foil Remand Spell Snare (things like Disenchant) And some filtering; Ponder Forbidden Alchemy Serum Visions Preordain
You know, I don't see the problem with deck boosting. No one pays attention to anything but the top deck lists anyway and those are usually dominated by those who have been here longer. Deck boosting allows constructive criticism for deck by people that don't get comments or anything. I mean, in certain cases (Where it's a joke deck) it's not exactly a good idea, but I think that this is perfectly fine in this case because the person actually wants to get criticism for this deck. My biggest concern with this deck is the mana base. You really should be using mana fixers. Underground Sea, Polluted Delta, and other various lands that tap for a blue or a black or search for something of the type.

Fastbond is banned in EDH/Commander.
You cannot run Ray of Revelation. It has green in it's color identity.

That's actually pretty freaking cool idea mate. I'd minus the Surgical Extractions and add in Extirpate simply because you cannot respond to Extirpate.

Raven's Crime would work well in here. Discard lands for the retrace cost, then place them with Crucible.

If I were to do that, I'd probably side board him. Other than that, Black Cat is amazing in standard.
