711.12. When a double-faced permanent transforms, it doesn’t become a new object. Any effects that applied to that permanent will continue to apply to it after it transforms.Example: An effect gives Village Ironsmith (the front face of a double-faced card) +2/+2 until end of turn and then Village Ironsmith transforms into Ironfang. Ironfang will continue to get +2/+2 until end of turn.----------------------------------------------------------------So Trickery Charm, which overrides creature types, turning TITI human will cause it's own ability to bounce it back to your hand (in addition to every other non-horror).Now if you where to make it human with Wings of Velis Vel, giving it all creature types, then transform it with Moonmist, it'll be a 4/4 flying creature that is all creature types, including Horror. It's transforming trigger will return all non-horrors like normal, but it'll be a 4/4 and have flying thanks to Wings of Velis Vel. It'll also have Ice counters on it, though they'll be meaningless. This trick can also be pulled off with Shields of Velis Vel; Mirror Entity; and Amoeboid Changeling.

Sideboard just shows cards I was considering.
Dangerous Wager is, as the name days, Dangerous. You're dropping your hand for little to no benefit and getting nothing back. At least Wild Guess and Faithless Looting draws you cards. On that note, Tormenting Voice is better than Wild Guess as it only needs one red mana, allowing you to cast it with only one Mountain out (and one other land). So, I'd do the following:-3 Dangerous Wager -3 Wild Guess -1 Mountain -1 swamp +4 Tormenting Voice +4 Evolving Wilds
Sadly, Eldrazi Temple's {2} can't be used to cast Molten Nursery. The Temple reads; "{T}: Add {2} to your mana pool. Spend this mana only to cast colorless Eldrazi spells or activate abilities of colorless Eldrazi." And while Molten Nursery is Devoid, it's not an Eldrazi, so the Temple can't be used to cast Nursery on turn two.
When I get around to editing this (been lazy), I'll definitely work in the disruption. I'm liking the Echoing Truth idea suggested by Chiligyro. There'll probably be a mix of discard, counter, kill, and protection.
I agree that there are too many budget versions of what would otherwise be good decks being posted. I myself have designed a few budget decks, but it's getting ridiculous on how many there are (also, my 'budget' is actually what I can easily get my hands on irl). Budget can be good, but 'budget' is not $20, that's just stupid. Eventually you have to upgrade to the actually good versions of the cards to truly play the game. I've been playing for a little over 10 years now, and I'm still trying to aquire the staples for a large number of my decks, especially dual lands, but that doesn't stop me from posting decks with the cards I don't have.
Hunted Phantasm isn't a Horror, so TITI will bounce it, which is not really good if I get TITI after I'm forced to play it. Even with all the draw, I know I won't see the creatures in an ideal order every game, and I'd rather not run that risk yet. I am looking at working in Illness in the Ranks, at least in sideboard, which completely breaks Hunted Phantasm 's 'balance'.
Rite of Consumption can be used as Fling 5-8. It's a sorcery, so no combat shenanigans, but it does gain you life.

Did you consider Tezzeret's Gambit and / or Steady Progress?
Bomb does have one thing up on Echoing, it hits all tokens regardless of name. The original build had Rapid Hybridization and Pongify as the kill spells, and they leave behind tokens of different names, so Bomb was better than Echoing. As it stands, I'm at a toss-up between Echoing Truth and Bile Blight. Blight can't target Hunted Horror's tokens, but it does double up as a kill spell on almost everything else.
Depends on how you want to play. I'm more of a green mage, with blue being a week point, so I tend to forgo counters in favour of being a but more aggressive. Remember, besides Delver being an awesome 3 power flier for cheap, Vampire Hexmage is also a 2/1 with first strike that I don't have to sacrifice. (though sacrificing the Vampire to kill a walker is fun). I can see a more tempo build being more consistent, with shuffling some of the numbers around to include counters, etc.

I've got almost no experience with tempo, so I can't say much, but it's basically a faster version of a control deck using TITI as it's big gun. Both are Dimir, and with my brew it's necessary, but with the Tempo one, I can see a lot of the black being replaced by red (Tasigur isn't that important as we want to concentrate on TITI), like burn replacing kill.

You appear to have removed the Storm all together. Not quite what I was getting at. The way it stands now, it looks closer to a tempo Prowess deck, just without the Prowess. Which way do you want to go? Storm or Prowess?
Seeing that Grasp of Darkness requires two black mana, you may want to consider including dual lands and / or Evolving Wilds.

Bioshift would work well here. Not only do you get to move counters onto an unblocked creature, you also reset the creature's Evolve, allowing you to accumulate even more +1/+1 counters.
I'm not sure about Berserkers' Onslaught. It costs 5, way more than anything else in the deck. The Double Strike is nice and all, but First Strike from Stensia Masquerade puts it more within the mana curve.
I remember a BG combo from Kamigawa that looped Hana Kami and Soulless Revival while Thief of Hope was out to slowly drain the opponent's life. Here's another GW spirit idea that I've been tinkering with that relies heavily on Kamigawa cards:Lifespinner sacrificing Bloodghast and / or Strangleroot Geist to fetch Kokusho, the Evening Star.
