I have a few suggestions:

Fate Transfer can move all the Ice counters to another creature. While this won't transform TITI and you do need another creature to move them onto, with it you can transform TITI as soon as turn 3. (just follow up with another spell to transform TITI).
Gitaxian Probe is effectively a 'free' draw spell that lets you look at the opponent's hand. This helps transform TITI when it has only/ no counters and you still need to cast a spell to transform it.
Serum Visions and Sleight of Hand are arguably the best draw spells in Modern.
Remand is a cool counter spell. You can even turn it on your own spell to give you another spell to cast.
Mana Leak is a very good counter spell. Similarly, Rune Snag is good too.
Clock Spinning can remove two counters from TITI, but it doesn't really do much else. (I almost didn't suggest this one).
Lastly, Distortion Strike is interesting as it can make TITI unblockable. The rebound means you can hit a second time, even if they do manage to put creatures back onto the battlefield.

A build UB deck centred around Waste Not and Archivist would work well, don't you think? In a control shell, using the mana gained off Waste Not to empty your hand, only to refill it next turn off Archivist.

That is one thing I'm concerned about. Any suggestions on what I can use? Preferably something that can be used from the graveyard. Alternatively, I was thinking of mainboarding Elesh Norn as it both boosts my guys by 2 and reduces the opponent's by 2, making a difference of 4 power and toughness.

Sakura can only fetch basics, I have no basics, and I NEED every colour in one land.
I'll consider the Brownscale after a few test rounds. I think it's at least worthy of a sideboard option against burn and Aggro.

Besides the dual lands, which I have substitutes for, I already have all the expensive cards. All I'm really missing is the Fleecemane Lions, which are cheap, and one more Scavenging Ooze. Also, Gaddock Teeg is the only sideboard card I'm missing. The problem is, I can't trade for Lions and Gaddock Teeg in my town, so ordering online is the only option, but at 14.70+ ZAR to the USD, the shipping will kill my wallet more than the cards.

Thanks for the update, really appreciate it. I'm still trying to aquire some of the cards to actually run this myself, I just haven't had the funds to order the missing cards.

Swipe is interesting, but the deathtouch part isn't going to help much (though rebound is an interesting option to cracking the Ice). I like Remand, I'll consider it for an update.

If possible, the Ravnica pain lands and the appropriate fetch lands would be ideal. As for the choice of manland, each has their pro's and con's, so it depends on what you're going for. I kind of like Shambling Vent as it has lifelink.

Assault Formation + Skeleton Key is genius. Well done.

That said, I think it's possible to eliminate a colour (I'm looking at black), which would help out with the mana base. We could possibly include better high toughness creatures, but I've yet to do a Gatherer search to find out which ones.

Experience playing with my RG Landfall deck, which also had to be updated because of rotation, showed just how powerful Lightning Axe is in the current Standard format. The additional cost of discarding a card is not so bad, and the burn comes in handy when you can't mind-control + sacrifice and really need that creature dead.

All I'm saying is its worth considering.

The black splash is needed for Lingering Souls. It also allows use of awesome removal, like Anguished Unmaking (which you already have in), and opens up sideboard options.

Leonin Arbiter and Aven Mindcensor screw with search effects. With so many decks running at least some fetch lands, these are strong. They also allow you to use Path to Exile and Ghost Quarter and the opponent has to pay to search / can only search the top four cards.

Thalia, Guardian of Thraben and Vryn Wingmare make noncreature spells cost more. With you playing majority creature spells, which is the point of Hate Bears, you don't suffer as much as the opponent.

Clock Spinning can remove two counters, all for only one {U}. One for being an instant cast, and one for its effect.
With both Fate Transfer and Clock Spinning (if the last counter was removed), you still have to follow up with another instant or sorcery to transform TITI.

Shields of Velis Vel allows you to do it for one mana, and it saves all your creatures from the bounce effect. White will be needed for this though, but that opens up access to White removal, like Path to Exile
