Hi, looks like a fun concept. After looking it over I had a few ideas. You need to get to 60 cards, up the power level and the speed if you want to try this in legacy. Obviously cut Mox Lotus. Urza lands should always be ran at full sets of 4 each or it defeats the purpose. Cloudpost/Glimmerpost/copy Lands are a bit more consistent.

In legacy look at decks like; "Steel Stompy" ; "12 Post" ; "Afinity"; "MUD" and Modern Tron.

Also Wu Scout because hes so unexpected and gives you a peak at their hand.
I would keep the equipment to 5 or 6 max. You are going to find yourself with a lot of equipment and nothing to use it with a lot of the time. Cut them back and get your creature count up. You may as well through in 4 brainstorm or ponder as well to smooth out the consistency of the entire deck.

Oh right, but its still a slow card to get online.

Cold-Eyed Selkie is a cool card to consider. If you did splash green it opens the door to Vedalken Heretic; Edric, Spymaster of Trest; and even Leovold, Emissary of Trest.

Thought of a few more things, I built a casual Rouge deck not too long ago and explored this type of idea a lot then.

Propaganda is a nice protective card since you have very little defense ability.
Baleful Strix is also awesome and on color but not really budget friendly anymore.
I wouldn't go 4 Quietus Spike. Its great but takes 6 mana to get online and its ability doesn't stack.
You could try mixing some cheaper equipment in to speed things up. However keep in mind that it can shut off Writ of Passage. Of course all of these are inferior to Jitte, but work well none the less.
Bloodforged Battle-Axe - not budget but is absolutely nuts in this type of deck. Even the tokens make more tokens.
Specter's Shroud is nice, disruptive and on theme. You have few ways to interact with the opponent, this could help.
Silver-Inlaid Dagger works well and you have a fair amount of humans.
Livewire Lash - it buffs, protects and enhances your enchantments by dealing targeted damage.
Ring of Evos Isle - activatable protection and grows your creatures.
Bonesplitter - the old budget powerhouse.
Captain's Claws - generates creatures. Can have synergy with Nether Traitor and more targets for enchantments and equipment if they survive the attack.

I dig the deck, it looks like a lot of fun. Just a few thoughts.

If you want the ultimate card for this deck through in 4 True-Name Nemesis. :-)
I feel like you should have at least some form of removal. Maybe Vapor Snap or Fatal Push.
Nantuko Shade is almost always superior to Wicked Akuba because it gets combat tricks.
Nether Traitor fits with the theme and is a form of card advantage and recurring creature.
Faerie Miscreant is a nice 1 drop with evasion and card draw effect.
Rogue's Passage is fun.
Maybe diversify your artifacts and enchantments a touch. You have several creatures with fear/unblockable/draw already, mix it up.
Writ of Passage could work well and forecast is cool card advantage.
Umezawa's Jitte is brutal on unblockables and adds lots of options.
Quietus Spike is a sneaky way to deal a ton of damage.
Sword of Fire and Ice also nasty and fits with the theme.

I dig the deck and am glad to see mongoose again. I feel like the one of cards are a little cheeky just for 3 goyfs. Maybe some spice like Sylvan Library. Chain lightning and Fork are also considerations. I think Hooting Mandrills is sweet in the deck too. I know this is the build at did well at a tourny a while back, but I am still very confused by the Arc Trail.

Hedron Crab really needs polluted delta and other fetch lands to power it up. 16 is a little low to run any 5 mana creatures.
Mesmeric Orb gives you an extra type for a chance to trigger Manic Scribe, its also just another clock to slow/mill your opponent.

Is he trying to build this up into a Modern deck?

If so it basically needs to play a lot like an infect / berserk deck.

I wouldn't Green sun to Progenitus, I'd rather go with a fattie that is at least castable without green sun zenith.

Again in the green fattie but castable area I like: Craterhoof Behemoth, Carnage Tyrant, Worldspine Wurm, Regal Force, Siege Behemoth. Also Terra Stomper, Vorapede, Khalni Hydra, Primalcrux

Pretty fond of Gaea's Revenge also. Platted Crusher is another good fatty thats hard to remove.

The ramp is fine if you have something to ramp into, right now you are trying to hit critical mass with elves and attack. However, if you get shut down early or your hand gets stripped with discard then you have no steam to continue. That's where Glimpse of Nature comes in, a way to fill you hand after you play out. Its just not cheap at the moment. (I do feel a reprint coming on soon.) That's one reason that Lead the Stampede is a decent draw spell akin to Goblin Ringleader.

I do really like the Throne of the god pharaoh game plan. Nissa is cool too if you have a lot of boardwipes running around.

Green Sun Zenith isn't too expensive and would help the deck run a lot more consistently.

Also consider a fatty finisher and Natural Order is fairly inexpensive right now.
On the upper end, Craterhoof Behemoth, Carnage Tyrant
Others: Worldspine Wurm, Regal Force, siege Behemoth, Trastodon, ect.

Possible spice to consider:

Genesis Wave
Throne of the God-Pharaoh
Growing Rites of Itlimoc
Wirewood Symbiote
Nissa, Vital Force
Lead the Stampede

Wasteland and Mishra's Factory often see there way into the legacy version. A few Cavern of souls or two more are needed if you plan to run Cosi and Chalice. I wouln't bother with Cosi to be honest, the card never really stuck in legacy. Not that its a bad card, its just legacy merfolk already has plenty of good merfolks fighting for a spot.

You have a lot of interesting cards in this deck so I am intrigued. Honestly still not understanding how this deck is going to win anything so maybe you can explain more or I am missing something.

It seems like you would have to play like 10 turns without your opponent doing anything.
I have done a few sample draws with this deck and can rarely get to more than 2 or 3 mana before like turn 6.
I see what you are doing with your win conditions but I can't figure out how you are casting them in a reasonable amount of time.

I guess I am missing something with suspend but would love if you could clarify whats going on in this deck.

I love burn and this looks nice. I would personally run a Sulfuric Vortex or 2 main. Unless you don't see Batterskull, Griselbrand, or ad nauseam, ect in your meta.

Hi there! I don't play modern but I dig the deck. I am going to echo the others and say you need to find room for aether vial in the main. I am also skeptical of steel of the godhead. It can be powerful but mostly on a multicolor creature only. It seems anti synergy with Essence Flux and the spirits that sacrifice themselves. The deck already lacks card advantage and most of your creatures have evasion already, I would suggest an global enchantment or equipment over an aura. Maybe something like Basilisk Collar, Sword of Light and Shadow, Mask of Memory, Specter's Shroud, Captians Claws, or Quietus Spike.

I dig it. Always like a good cephalid deck. Check out Crackdown Construct, he makes a great back up plan if they they run graveyard hate. Combo him with shuko to make a 1,000,000/1,000,000 creature is a lot of fun.

You may want to reconsider your anti graveyard hate tech, both of your selections are also hurt buy graveyard removal.

Fun and well thought out. Just wanted to add, don't for get about Thran Turbine. It's great at powering all of those artifacts and makes an easy swap with Sol Ring to make the deck legal. Also since you don't have any land searching or card filtering I would suggest the post package. 4 Cloudpost, 4 Glimmerpost and 4 Ancient Tomb.
