Skullclamp would be a great addition to this deck, equip it on creature you want to sac to Razaketh, you then search and draw two cards.

Why have Hurkyl's Recall in the main deck? Deck looks like a nice start for beginners and people getting into magic and mill on a budget. I would maybe add another Jace's Erasure or Fraying Sanity for a bit more synergy.
Harsh Mentor maybe a nice addition in your sideboard I've been playing around with him. He is seeming pretty solid in modern match ups but, not quite making it into burn, maybe down the line though. Cathartic Reunion maybe a nice addition, being the highest costing card in the deck is three may want to run to help thin out by discarding extra lands for hopefully some solid burn. Also Collective Defiance is pretty cheap (price wise), only downfall it will be rotating out soon.
Archive Trap would make a nice addition being that most competitive modern decks run fetchlands. Plus, having them mill twenty six cards for a one land feels like a kick in the teeth.
I would suggest Buried Alive, searching your deck for three Nether Shadows and putting them in your graveyard. This could trigger the combo faster. Also a couple other ideas I run Bloodghast but, they are a bit more expensive in price. This looks like a deck idea I ran years ago about 94' or 95' it's nice to see a deck running older cards, great job on the deck.
Archive Trap seems fun, 26 cards for a fetch land, also Traumatize would make them discard there entire deck. Working on a mill myself with Fraying Sanity (I know jumping on the band wagon). But, Forced Fruition maybe a nice addition for this deck.
Painter Servant, when he is in play you could even then target there lands.
I would recommend Arcane Lighthouse for there creatures with hexproof and shroud.
Fergfist is correct about the triggers, may I suggest Coat of Arms instead. Also, Lotus Cobra and Sakura-Tribe Elder would be an excellent choice being snakes and great for mana ramp to pull the combo off sooner.
First, I decided to put together a deck rotating around Cauldron Haze, with Bile Urchin, Death Cultist, or Mogg Fanatic because then a sac outlet wouldn't be needed (Still in the works though). I am very surprised you are not running any planeswalkers, can you imagine if this card was legal in any format? Jace, the Mind Sculptor would be an instant win using his ultimate for +12 loyalty counters. Heck, this could even make Tibalt playable.
The bad thing about Decimate is you have to have all legal targets in play in order to cast Decimate if not the spell fizzles. This would also force you to choose your own creatures, artifacts, lands and enchantments if opponent doesn't have any in play on there side. Maybe Wreak Havoc would be a better choice also I have played around with land destruction and Avalanche Riders would be a great fit it has haste so could swing for two if no blockers are in play and takes out one of there lands as well. Some other suggestions (some maybe somewhat pricy) are: Boom // Bust, Ice Storm, Impending Disaster, Molten Rain, Mwonvuli Acid-Moss, Pillage, Seismic Spike, Winter's Grasp, or good old Stone Rain.
Faerie Conclave and Mutavault comes to mind, you have four Scion of Oona in your deck and being these can become faerie land creatures it could be a win, win.
How about Alms of the Vein, would work great with Collective Brutality discarding it and playing one madness. Also, I know it's not all that great and based mostly around luck you could run Chancellor of the Dross.
Cradle of the Accursed maybe a nice addition running one could possibly give you the advantage with Anointed Procession in play.

The thing though if it's worth playing it will always become a lightning rod. Maybe a decoy such as Heritage Druid, so when it hit the battlefield most modern players would then think, "Ok, he's playing massive mana ramping elves into a Craterhoof Behemoth." So, knowing that would focus all attention to Heritage Druid. Plus, it would be an excellent fit for ramping into other elves (if not removed or targeted), like Ezuri, Renegade Leader or maybe even adding a Craterhoof Behemoth if you choose. :P I know in one of my decks I ran three Tarmogoyf, knowing the biggest they would get would be 3/4's. Every time they saw play they were targeted by removal and why they planned out how to get rid of it, I followed with something out in left field they didn't even see coming.
Rings of Brighthearth would be an excellent choice, it can produce infinite mana with Basalt Monolith, Grim Monolith, and Mana Vault. Plus, it will bring down the costs of your artifact abilities to two. Also with two newer card you maybe interested in adding Paradox Engine and Planar Bridge you could produce infinite mana and feed it into Planar Bridge, searching for Paradox Engine follow with another spell, untaps Planar Bridge and pretty much play your entire deck. I run a Memnarch deck and works pretty well with either Planar Bridge or Planar Portal or both.
I know you want to keep your synergy with mostly creatures but, how about Solidarity of Heroes? It would double the counters on Joraga Warcaller and could become a game changer for the rest of your elves.
