I love Rimescale Dragon so you had me interested as soon as I saw him. This is a really cool idea, get new people into older cards that may not have the pure power of the newer ones but so much more flavor. I think the description of more ice than fire is more than accurate because you don't have fire in it. As is, maybe call it Frost Bite or something. Or maybe think about adding in something like mages that take the ice to make steam or control the elements. Also i think Frost Breath is absolutely perfect for this deck.
Best part about this deck is that it costs about $50 as where the trump costs about $350..

I'm currently making an illusion deck using this basic idea and the old illusion concept. Mixture of wizards and illusions. After some consideration of your deck, I don't see much point in the artifacts and jace. The illusions are big and cheap already, and jace doesn't really fit the deck. Run some counters on the other six slots and really get a use out of the probe. Maybe add in dismiss into dreams to turn your opponent's creatures into illusions as well and pump up krovian mist. I ran brainstorm for a long time, but after switching in telling time and anticipate I found that they removed the potential for multiple turn dead draw set ups. Finally, flooded strand doesn't really do that much good unless your playing multi color decks.
Great start for a budget soldier deck.
Need to look into the guildpack Nev-Mizzit. Once enchanted with curiosity he will hit your opponent for however many cards are in your deck when you draw a card. A pair of elixirs of immortality or something will give you a turn loop to keep it going. All in all i like the deck. Maybe add in a few tandom lookout.
I agree about Hymn over pulling teeth, but I like to control what they discard. Distress or duress are both cheap $ and really handy.
This deck would be perfect for aspect of the hydra. I'd drop 3 lands and put 3 in.
Jarad's Order to pull reassembling skeletons. The draw and death may come back to bite you later. End up having to sacrifice something you really need to remove something or draw. Sign in blood or read the bones are just as good for draw, a little life isn't that bad. Doom blade or just murder would be good too. Varolz may work well here as well, scavenge the creatures you've sacrificed since I don't see a way to pull them back. Maybe korozda guildmage. All in all a good starter sacrifice deck list.
This is the dragon deck I use. It's not my design and it isn't budget, but it's a really fun deck.
Highway robber to increase devotion maybe.
Persist is cool and all, but the only reaos I'd run the mechanic is for the infinite combos.

Definitely cool idea, rooftop storm and endless ranks of the dead are the only 2 things I can think of, maybe grave betrayal.
Cool deck, if it was me, I would run at least 3 rageblood in the main deck. Skullcrack over blightning. Drop the pensive for skullcleaver, haste and +2/0 first turn vs +0/1 health, the haste alone is well worth it. I would also add more death/burn over your higher non creature spells. The tokens shouldn't be nessicary and the enchant is a good deterant but it gives the opponent too much control on who dies. Again this is all if it was me, enjoy your deck as you like! If you run into a need for a draw effect, browbeat would be a hilarious flavor add.
Just show the guy who does the series the deck and ask what he thinks of the budget idea.
I definitely like the upgrades. I think the lands need some work, 4 legendary lands is a bit much for me, but that's playtest preference. I would main board hatchling over dragonmaster though, having a dragon out turn 2 is more important to me than the 1 token turn 6. Again, just preference. This deck on teams would be unstoppable.

Unfortunately dragons are not fast enough for modern. Of the modern decks I have made, goblins and elves, dragons can't come close to dealing with the agro. Decendant's path and Quicksilver amulet are both amazing too drop dragons, your looking at 4th turn dropping a big dragon, how can that compete with a 4 turn goblin deck or a 5 turn infinite combo elf deck? I love the original version of the deck and have my own variation of it, but it wont work well consistently enough to be played in modern. If you can find a way to consistently beat my deck Short Bus: Goblins, please let me know.With all of that being said, if it was me, I would move descendant's path to 4, add in some dragon hatchlings over dragonmaster. It's more important to have a dragon on the field turn 2 than to produce dragon tokens turn 6 or 7.
