I'm pretty sure they can be used as generals. Since they are technically "Creatures" As a type and are legendary. Just when they are cast from the command zone they don't come in as a creature without the required devotion.

I would maybe remove the Sheltering Words, Coursers and maybe a Mender and a Child of the night for a play set of Elvish Mystics and Sylvan Caryatids. With gorgons you really need to mana ramp otherwise you may just get killed off before you play the big guys and long before you can trigger the monstrosity. And if price is not a huge issue. Try getting your hands on Abrupt Decay and Putrefy for removal, more flexible then Doomblades and the Cures.

Not really devotion, nothing takes advantage of it. But, here's some ideas to help upgrade the deck perhaps.
Instead of Pharika's Menders, perhaps get a set of Dreg Manglers? A 3/3 haste for 3 is always good, and can be scavenged later for the same cost as the Mender. And instead of the Emissarys, Perhaps look into cards that interact more with the graveyard since you have Salvage and Commune. Either Nighthowler, Nemesis Of Mortals, or perhaps even Jarad.

Since you can give other players lands as well, perhaps Ancient Tomb and Glacial Chasm could have some fun in this deck. Or even the Fetch Lands if you sideboard some that other decks couldn't use. Such as against a mono black stick in the fetches that find anything but a swamp.

I would put in 4 Disciple Of The Vault and take out the Springleaf Drums for them. Also lose the Ancient Tombs for Glimmervoids.

Yea that should be helpful. Also shuts down the Weapons which are seeing alot of play now.

I would probably take out the Devour flesh and the Crackling perimeter for maybe something else. And you will DEFFINETLY want artifact removal. Pithing Needle will ruin your deck if it calls out Maze's End.

I would personal rather have 4 Anax And Cymede in here. So you can hopefully have him/her/it idk out with a Phalanx leader. Use the Martial Glory on both of them. Giving all your creatures counters/pump/trample and swing in for lethal. Add the fact they are a first strike vigilance creature for 3 mana is always nice.

Other then having the Shock Lands in the deck, maybe just swap Purphoros out Erebos instead, you have more cards with 2 black then 2 red. And life gain fucks up this style of deck, and he gives drawing effects ontop of it all.

Look's decent, but here's some suggestions. Lose the Wights and put in Exava, she works well with the other Unleash creatures, and being a 4/4 first strike haste is always nice. And the Toil//Troubles, replace them with shock. So you could, if needed. Play shock and then Rakdos at 5 mana mark.

Alright, let's see if I don't have to write a small story here. xD
Rakdos I feel would work in a suicide style deck. So full blown aggro. I think Unleash creatures will work good. Cacklers, Hellhole Flailers, and Exava herself could have fun here. Stick in removal, preferably the ones that deal damage so it can be shot at the player to cast Rakdos if needed. Some normal removal such as Doomblade and Ultimate price can be used in there. This deck could even have use of a Tymaret or two, to add some little tricks to combat and to find more ways to get damage in and even some drawing. A Chandra could find home, as she gives card advantage. Red battalion creatures can do some work in here and add more effectiveness in the combat.

Well, the Exava can be replaced with Ghost Council. And Aurelia for Elspeth. And for the Boro's charm, maybe more removal in general. Control always loves removal. Probably play test the deck at that point to see which cards seem to be the dead cards or lack much use. Then replace them with Merciless.

Just noticed also, Boro's Charm, it works better in decks with more creatures. So that could be dropped for other spells to help control the game.

I would think maybe sticking in Merciful Eviction. Acts as a sort of Supreme Verdict but in your colors and can hit more then just creatures. And when it comes to your creature choice there is much better choices. Aurelia requires an army with her and Exava needs other Unleash creatures. I would recommend probably Ghost Council, gives life gain and at times difficult to kill off and also Elspeth, Sun's Champion works well as a win con, sending in waves of soldiers. If she's out of price range, then Assemble The Legion can do the job.

With these guys he has already as his reanimation targets, either already have an ability as they enter, ie Iona and Elesh, Griselbrand can be brought in and killed off, but still let you draw cards quickly to lead into another Reanimation. And the rest have protection of various kinds, so you can pick which to play in which match up.
