I suppose Echoing Truth would be painful, focus on instants more, as they are Blue's strength in surprising your foes. Lower mana cards would be better, remove Urza's Guilt for Echoing Truth.

You might not need Dark Ritual since your cards are pretty low cost.
Get some Card-Draw-Cards, those are essential for Blue, for this recipe of mine, I thought Night's Whisper would be great.

I appreciate your help, the function of Ion Storm in combo with Undying is like reusing limited immortality and scaring the crap out of your opponent when they wanna board sweep haha!

Your machinery-inclined ideas are appealing! Power Conduit, I have some doubts about that card, because I might not tend to build up my creatures and I'd prefer have upkeep build ups than to play with flexibility. I suppose my drawback would be 'straight line progression, no alternatives in face of danger'
