Skullcrack is definitely a value spell, its just better in sideboard since it can't target creatures to help you push more damage through. For now Searing Spear is the prefered spell for that slot. After rotation, Lightning Strike and Magma Jet will be competing for that slot based on the deck and the players style of play.

Skullcrack stops them from gaining life. It won't help you deal with the 5/3 that's attacking next turn or the fact that they've refilled their hand.
4 Damage on turn 1 doesn't matter since you can't do that 4 damage every turn. Most decks in standard are fully capable of recovering life in which case you still don't have that creature to deal with their newly gained advantage. Even the decks that can't gain life don't care about 4 damage because they can just swing through since you didn't play a blocker. If you're really stuck on playing Vexing Devils then you're better off playing the Scavenging Jund deck.
The point of RDW is to use creatures to deal damage as fast as possible. That being said you're splashing black for cards that are more late game value than just overall value. You're gonna be casting slaughter games when you should be casting a finisher like Hellrider or Exava. You're saving up for Rakdos' Return when your opponent should be dead by the time you get value out of it. I'd definitely recommend dropping the multi colored cards you have now in favor of some more cost efficient powerful creatures and reliable removal. Speaking of which, Vexing Devil and Thunderous Wrath are the exact opposite of reliable.
4 Domri's is definitely worthwhile. Being able to fight twice in one turn is awesome, and helps keep Olivia and Friends out of the way.
You might want to fix the Main deck/Sideboard situation you have going on, 53/21 isn't quite right. Anyway, as far as drawing cards goes in standard, Black has Sign in Blood, Altar's Reap, Blood Scrivener, Disciple of Bolas, and Toil. Green has Abundant Growth, Ground Seal, Garruk, Primal Hunter, and Triumph of Ferocity.
Its really down to meta game on which is better. Stromkirk is often a dead draw late game and early game pressure, while Loyalist can very well be what you need to trigger battalion on turn 3/4. They should both be tested in the local meta.
Point being, the card is wildly inconsistent and, seeing as how he is not benefiting from evolve or Varol's scavenge ability, that slot would be better off being filled with a more consistent one drop that preferably isn't a dead draw late game. (Such as Legion Loyalist)
Vexing Devil is not a very good card. Aggro decks will just take the 4 and kill you for not playing a blocker t1, and control decks will just let it stay and kill it with a board wipe/kill spell. It should really be replaced with either Boros Elite or Stromkirk Noble.
You might as well not even play red since you have no need for incinerate for the combo. Burning-Tree Emissary can be cast with green, and Orochi Leafcaller can filter for red and you need for the combo anyway, so you shouldn't have trouble casting Zhur-taa Druid.Also, check out Summoner's Pact to fetch Leafcaller and Druid and Apostle's Blessing/Ranger's Guile to help protect your necessary creatures.
1. This is a modern deck, not extended. So it wouldn't matter anyway. 2. As of June 18th, 2010 the Extended format is limited to the previous 4 years of magic (much like how Standard is the previous 2 years). So with the release of Return to Ravnica block, Elspeth Knight-Errant along with the rest of Shards of Alara block are no longer in this parameter.tl;dr= Shards is not extended legal anymore.

With 20 Instants/Sorceries, Guttersnipe is a powerhouse. I definitely advise finding room for a full 4.
I would run Domri Rade over Traitorous Blood in the Sideboard for longer match-ups, Ash Zealots for Tormod's Crypt because you want to be aggressive and that artifact isn't going to do damage. Lastly, Firefist Striker does help get creatures through for damage, but Rancor does too. Rancor makes anything into a threat and is cheaper.
Simic Charm would give you more versatility while still granting protection, but Azorius Charm would give the deck more lengevity. Replace Cloudshift with whichever you like more.
Add two Plains and everything should be good to go.
