Unfortunately, Counterspell isn't type two (Standard) at the moment, making Remand, Delay, or Nix the lower cost counters of choice. I'm just concerned with the mana production and lack of early protection/removal in the deck. This would be a great deck versus a high spell count opponent but if they slip in under your early game radar then you might find yourself down 7-10 life by turn 4 when you can finally drop an empty the warrens. I might add in some low cost DD like shock or rift bolt.

One suggestion if I may, Kinda expensive but a Gaea's Cradle or two might prove useful. Use thos zero casting cost creatures to make a bunch of mana. Get your coat out early, only other problem being card draw. Maybe Glimpse of nature or Recycle or Primordial Sage for that? Just a few suggestions, pretty nice deck all in all. Funny side-note, great deck for running a couple hivestone in the side if someone runs Slivers in your Meta.
A nice card for this combo would be Protean Hulk. When it hits the graveyard you search you library for up to 6 casting cost worth of creatures and put them into play. Gets you the Saffi Crypt Champion combo from the library in one fell swoop.
Two things: One, I had the gemstone caverns in the description but forgot to put them in the deck as well as have Force of Wills in the deck but they don't show up. Two, you Flash Hulk up the four Disciple of the Vaults, four Shifting Walls, and four Phyrexian Marauders and put them into play. As soon as they come into play they die due to having no toughness and go to the graveyard. 8 artifacts times 4 Disciples = opponent loses 32 life. Even with 3 disciples it's 24 life.
Splash Red and you can get Mob Justice and Last-ditch effort.
I'd recommend: Goblin Matron Goblin Lackey Goblin Recruiter But I'm not sure about the tournament legality of those.

Llanowar mentor might be a good addition, helps a bit with mana acceleration and fits nicely into the madness theme. Also sword of the meek would be pretty nice in this deck too.
This is one deck that barbarian ring might actually be useful in. I see it all over the place but it might be a good finisher in this deck.
Phantasmagorian might be a good two of in this deck, allow you to get a part of your combo from your hand to your graveyard.
This Deck's Type is extended. Take the most restricted card you have and whatever that is legal in if the type of the deck. This deck would be allowed in Extended, Legacy (Type 1.5), and Vintage (Type 1) but not in Standard (Type 2)
A good one or two of in this deck would be Coat of Arms. swinging with 10 10/10s is always fun.

I don't get where you "Go Infinite" You have to pay to remove the counter from Twilight Drover to make creatures so you'd need an infinite source of mana to make this work. Or if you were able to get the Phyrexian altar in and somehow lower the cost of the Drover's Activated ability by one (Heartstone) then you'd have a drover that kept on getting bigger and bigger which when sacrificed would cause your opponent to deck. But none of this points to a turn three win.
Rather than Flame-Kin Zealot you might want to invest in some Sutured Ghouls and a Dragon's Breath. Really wallops them one.
Dual lands can really help out a lot: Taiga, Savannah, Plateau - Revised Temple Garden, Stomping Grounds, Sacred Foundry - Ravnica Battlefield Forge, Kraplusan Forest, Brushland - 9th/Apocalypse/Planeshift City of Brass Other mana fixing like Skyshroud Elves and Birds of Paradise might be helpful too, but it is good to keep a sliver deck mainly slivers. One card that might be good for this deck if coupled with card draw would be Aluren, you only have one creature in the deck that wouldn't work.
I's say Goblin Matron is still a good idea, allows you to search for your recruiter. Goblin Lackey would be good for getting goblins into play. Goblin Ringleader to get the cards you stacked with Recruiter.
Wood elves would do this deck well, can search for your Temple Garden or forests. I'd say more Duals might be nice but if this is a budget deck then that's not an option. Chord of calling is nice for getting a creature out, highly undervalued.
Yawgmoth's Bargain might serve you well if you're having card draw issues Also, if you're willing to splash green, Fecundity would go well with the graveyard filling.
Add some browbeats for Card draw or you'll run out of steam by turn 4.
