May want to run some 'Journey to Nowhere' as that would give you more enchantments for 'Sphere of Safety', "Oblivion Ring" might also be a good choice for the same reason, while also giving you some protection from indirect damage dealers.

But of course, I would be very interested. I opted for bonds of faith purely for the versatility, I was lacking in control and wanted figured the choice was worth it. Also, medium and high cost on the site can get pretty out of whack, It just takes a few ridiculously overpriced cards to skew the metrics.

I like Melek, especially with the storm cards, but I couldn't figure out a way to reliably play him. I am only able to moderately accelerate my game buy reducing Sorcery costs. I am not sure I could get to a 6 drop creature quickly enough to make use of him.

Both are nice but Myr Superion is 50 cents a card and this deck has already rose in cost with time. Myr Servitor is also good but the low range myr slots are filled with mana producers. It is difficult to justify a repeating 1/1 when there are so many more to take its place. This deck suffers more on the high end than the low end.
I would recommend 'Umbra Mystic' in place of your land fetch. At the 3 mana it would take to cast Harrow, you could cast anything else in your deck. I really like what you are doing with this though.
Both 'Goblin Lackey' and 'Warren Instigator' aren't incredibly effective without some larger goblins to drop quickly. Since most of your goblins only cost 1 to play, you don't get much bang for your buck. Consider 'Kiki-Jiki, Mirror Breaker' if you have the cash. He is expensive but he would be a great asset, not to mention another target for 'Konda's Banner'. Another option is 'Siege Gang Commander' but you lose the extra legendary target. 'Ib Halfheart, Goblin Tactician' could also work as a Legendary target and would be a decent player at 4cmc. You can probably drop a few 'Goblin Fireslinger' to make room.
Phantasmal Image would be nice but those are still a bit too expensive for my tastes. As for the tutor, the only one that could fit my budget would be a 4 cost while the guard is only 3. I would love the ability to fetch a 'Heartless Summoning' if I needed it, but at 4 mana, I should have more important things to cast.
I like gnat miser but I couldn't identify a card to drop. Plus, your first turn will likely be a wash as you play a guild gate or a border-post. So 1 drops aren't too important. As for Shah, a 4cmc 6/6 trample was too good to pass on. Sure they get the heavy card advantage if they want it, but ideally, they wont.
First thing I can suggest is to get playsets (x4) of the cards you feel are best. That increases your chances of getting what you want. You also have too many lands for this kind of deck. Given your curve, you want about 20 or 22.I will leave the actual card suggestions to someone who knows standard better than I do.
I opted for Talus because of the lifelink. Normally I would choose Kazandu Blade Master but he didn't fit the theme. Also, thanks for the kind words. I appreciate it.
I second the 'Muddle the Mixture' idea. They are very versatile in many blue decks. This one included. I would however, drop the Talrand's invocation for something else. It just doesn't jive with your theme. A blue changeling perhaps?
Oh, well if you wanna go with the inexpensive common fetch lands like 'Terramorphic expanse' or 'Evolving wilds' there is the draw back of speed. Lands they fetch come into play tapped, so you are effectively losing a land drop that turn. It will affect your speed. I personally don't find the impact to my gameflow worth the benefit to my draw odds... Now if you were going with a more expensive sac-land; that is a different matter.
'Ondu Cleric' and 'Join the ranks' are particularly nice for Ally Decks. The Cleric allowing you to ignore a lot of the damage being thrown at you and 'Join the ranks' to provide a speedy Ally boost while giving you fodder for 'Eldazi Monument'. I would drop "Cathar's Crusade" for more Ally cards since you will likely have thrown all of the creatures in your hand onto the field by the time you hit 5 mana. Dang. Is there a reason you don't run a 60 card deck? Also is the goal to not use X4 playsets and go for more of a singleton thing?
I could consider a playset of 'Reassembling Skeleton' in place of the 'Chittering Rats'. The rats don't really stick to your graveyard theme and the Skeletons make sure you always have fodder if you need it. Especially if you aren't pulling the Resurrection cards you need. I am also big on 'Skirsdag high priest' but he doesn't exactly fit with your theme either.
My bad, I don't know why I looked at this and didn't think "Standard". Too much casual must be going to my head.
I don't like 'Chainer's Edict' as it gives a little too much choice to the opponent on what (s)he gets rid of. 'Go for the Throat' is the typical kill card that most people like to run. As far as fetch lands go; sure, there isn't too much drawback. It doesn't benefit you as much as some people seem to think but it helps a little. I personally just don't like spending money on them when I can avoid it.
