yes they can. I opted to use rings instead because they can be used multiple times per turn by paying mana
livewire lash sounds great! i didn't even know about that card. and corrupted resolve would be much better. i kept contagion clasp in because of the cheaper mana cost. i feel like you'd be able to kill off your opponent before you'd get engine out.

you can't plan for every contingency. no one can. propaganda is unnecessary when he can snipe creatures. some bounce cards would be better than propaganda and the excessive amount of collars and flails since you'd almost never need more than 2 out at a single time anyway. and bouncing would prevent him from losing all his creatures in a field wipe as well.
you can, but bear in mind you don't have much white mana to work with. personally i wouldn't, i haven't really found myself in a position where i need to fish things out of the grave. it really only takes a few enchantments to begin the lockdown cycle, and then from there you can take all the time in the world.
i like the general premise, but im a little concerned about the lack of control in this deck due to the speed of it. personally id turn this into a red and blue and mix it up a bit. also Goblin Sharpshooter + Collar. you can wipe out your opponent's side of the field in a single turn.
i feel like it would do better with defenses and a couple sleeper agents instead of the land venom cards.
he might be a good addition if it fits your playstyle. im generally pretty wary of my opponent drawing cards early on before i get a solid lock on him though, which is primarily when you'd use his ability.
with 2 icy manipulators in play and the rest of your debilitators, you're pretty safe from creatures for the most part, unless you're fighting weenies, in which case thats what propaganda's for. hidden strings is great but im just really not sure what i'd take out to put it in. mana web is more of a luxury item in this deck than a key component because it can't be brought directly into play with Zur (which consequently is why nearly everything in this deck is an enchantment that costs 3 or less).

contaminated ground and pooling venom are useless here, you have nothing that forces them to tap their land. i would swap these out for some basic defense like some walls or something.

whats the strat here? just swing repeatedly and try to gain life?
what makes you think blaze is better than volcanic geyser? it's the same thing except it costs one extra red because its an instant. being able to X burn on the fly is well worth the one extra red.
braid of fire will let him cast his instants and save his actual mana for sorcery cards. also volcanic geyser is an instant.
id swap 2 fireballs for 2 more volcanic geysers. you want to take advantage of braid of fire as much as you can.
Thran dynamo maybe
I'd dump 4 mountains. you have too much land. throw in braid of fire and volcanic geyser (which is an instant)
