Bishopwondai, the deck isnt meant to play Standard. Also, this is far more complicated than standard.
Rule of thumb: The less complex the plan, the more simple and successful. The more complicated, more chance of failure. Cut back to White and Blue, remove Eternal Dragon, Elspeth, Engineered Explosives, Humility, etc etc. I have a deck list posted if you want to see it. A deck not only is composed of cards, but also a well built strategy aswell.
Unfortunately, I cant give this a positive rating. Also, I can not give it a negative rating. This version of Landstill has cards that really are not needed. Splashing a 3rd color is a decent idea, but not required. The purpose behind Landstill is to build up a manabase while letting the opponet be in control until you reach about 7 life, then playing Akroma's Vengeance or Wrath of God to clear the board depending on situation. Then, with a full hand from allowing the enemy to walk all over you, you play a Standstill and control the game from the Mid to End game.
Arcane Lab is annoying aswell.
I am a competitive player, all around, but I grade decks based on purpose. If you make a deck thats suppose to be serious and its bad, I mark down if its terrible. This deck is different, it has a whole different purpose and is a casual deck. Therefor, I cant grade off on this It does do a nice job from what I can see of doing just what you want it to do though.
This is a BAD form of Landstill. Would not hold up in a Sanctioned event. I will post a Landstill deck for everyone to see shortly.
Missing the key merfolks and counter.
A better idea to use Leveler to make it not terrible is to use Stifle or Trickbind to counter its triggered ability, even then there is a better combo. Use Phyrexian Dreadnaught with Stifle.
No multicolor land or way to protect slivers effectively. Only good sliver in this deck is Harmonic Sliver. Check my Control Sliver deck if you want a actual Legacy tournament deck.

I think many of you reading this list are missing the point, this deck does not need creatures because it plays in a near format that does not play creatures. Vintage only plays a small handful of creatures, not many of those are actually used for attacks and are simply used for their abilities.
