First off, great start. There are a few tweaks I'd make, but if you're keeping this Standard legal that makes it harder. I'd lose the Blighted Woodlands in favor of two more Evolving Wilds. A free double land drop is going to be more useful and versatile, and and dropping one mid-combat with Swell of Growth is just awesome. I'd also drop Slab Hammer and replace it with Sword of the Animist. Again, you'll get a lot more mileage from the latter. The other thing to keep in mind is that this deck archetype will generally be better playing the early to mid-game. With enough cheap mana ramp, triggering Landfall multiple times a turn, you're able to swing in pretty hard early on. But if you wait too long, you'll run out of steam and your opponent is going to catch up. So I'd lose expensive cards like Scour from Existence and Roiling Thunder in favor of cheap bun like Flame Slash. I know it seems like all the ramp should let you play more expensive cards, which it can, but by the time you've dropped that many lands, you want to be using your resources to demolish your opponent by playing cards like Omnath or Animist's Awakening, not pick off a few of his creatures. Taking out his creatures early on with Flame Slash will also set you up to dominate the board right off the bat. I'd drop the Retreat enchantments for a few more creatures. Snapping Gnarlid is a solid choice. Just my two cents, feel free to take it or leave it.

Looks pretty solid! I might add some creature removal, though. I only say that because that's a suggestion I've received before, and I've found that creature removal almost always comes in handy. Prey Upon is a good, flexible choice, or Mutant's Prey, which could combo with Increasing Savagery for instant speed. Prey Upon is likely better for this deck, since without Increasing Savagery, Mutant's Prey becomes useless.
Looks like a fun deck! I love Guttersnipe. That said, at a glance I feel that you're just going to be stalling and slowing down the opponent the whole game, which isn't necessarily what you want to be doing. You've got a done of direct damage, removal, and counterspells, which is bound to be frustrating for your opponent, but all of this is really just delaying them. Without any creatures, it's a lot harder for you to dominate the board state, and you'll have to allocate most of your damage just to keeping your opponent's creatures at bay. What I'm trying to say is that the deck needs some teeth. One solution to that would be to find some creatures which fit your archetype. You might consider adding Gelectrode, or any other creature with abilities that trigger when you cast an instant or sorcery. Isochron Scepter is golden here. The main point is to get more power on the battlefield, cards that allow you to maintain a position of dominance. Just my two cents.

Fair enough. I'll get some burn spells in there, but I'd prefer to keep it to 60 cards, so I'll have to drop some stuff. Is Flame Slash good enough, or should I go for an instant for less damage but more utility?

Fair enough. I've dropped Gruul Turf in exchange for another Evolving Wilds, and I made room for three Coursers. Evolving Wilds and Terramorphic Expanse are the only Modern legal fetch lands I can get on a budget. Should I try to fit in a few of the latter?
Thanks for the feedback! Definitely adding Courser of Kruphix, and replacing Gruul Turf with more fetchlands. Nissa Vastwood Seer would be awesome, but is probably out for budget reasons. I might be able to fit one Worldwaker, though. EDIT: Working on a tight budget, Tarkir fetch lands are out, which means I'll have to settle for Evolving Wilds and maybe Myriad Landscape? Courser of Kruphix is also a tad expensive. If I have to choose, should I go with one Nissa Worldwaker or a couple Coursers?

I don't believe so, as the cost has already been payed, right? The spell just hasn't resolved. I'll double check, but I'm pretty sure Vyrn Wingmare won't have any effect after the mana's already been payed. Here. 601.2e says, "Once the total cost is determined, any effects that directly affect the total cost are applied. Then the resulting total cost becomes “locked in.” If effects would change the total cost after this time, they have no effect."Hmm, that makes it unclear whether the total cost can be changed while the spell is on the stack. I'd lean toward no, but I could be wrong.
I like Shadows of the Past better here. The deck looks fun overall! I like all the entering the battlefield triggers, they combo well with Rally the Ancestors. It's too bad Rally exiles, as it doesn't trigger the "whenever a creature dies" effects. Still very effective, as you get a lot just by having them enter the battlefield, and it gives you a ton of fodder for sacrifice.
