Does Ranger's Guile create a +1/+1 counter?

Does Ranger's Guile create a +1/+1 counter on targeted creature you control?

Ranger's Guile
Instant, G (1)

Target creature you control gets +1/+1 and gains hexproof until end of turn. (It can't be the target of spells or abilities your opponents control.)

If Ranger's Guile does create a +1/+1 counter I'd like to use Ranger's Guile on a Fathom Mage so as to draw a card.

Fathom Mage
Creature — Human Wizard 1/1, 2UG (4)

Evolve (Whenever a creature enters the battlefield under your control, if that creature has greater power or toughness than this creature, put a +1/+1 counter on this creature.)

Whenever a +1/+1 counter is placed on Fathom Mage, you may draw a card.

Cards tend to do exactly what they say they do.

Ranger's Guile creates a temporary buff. If it added a counter, it would specify that.
