Question on Gods as creatures
Can the legendary enchantment creatures attack when they are not creatures if your devotion to their color is below 5?

No, only their passive and activated abilities will take effect. They can not attack or block and they will not count towards your creature count (for cards like massive raid, war report, etc.) until your devotion reaches 5.

Do they still have a power and toughness? I only ask because Afiya Grove technically has a power/toughness of 3 because of its three +1/+1 counters.

Nope, non-creature permanents don't have a power or toughness, even if they have counters that would normally add or substract from one.
EDIT: This is if they're in play. If they're on the stack, or in your hand, graveyard, or exile then that's different.
