Tapping opp. land (stack question)
If on turn 1 i lay 3 memnites, 1 Island and a Vedalken Cetarch (for sake of argument) and my opp only lays 1 red land and then casts any of the 1 mana red nukes, i cannot tap my Cetarch to cause his Mountain to tap first, can I?

The mountain's ability is a mana ability (it produces mana), this means that it skips the stack. on top of that, (even if it used the stack) by the time you get the chance to react, the ability is already on the stack and will resolve regardless of any changes that have been made to it's scouce.
with mana abilities, the stack looks like this;
he; (T mountain to produce mana, mountain skips the stack and produces the mana,) spend mana to cast spell.
passes priority
(now you can do things to stop him, but he has already created and used the mana. all you can do is affect the actual spell.)
you dont have the mana for a counter spell so his spell resolves.
regardless of all of that; your certarch has summoning sickness
