Tamiyo and Rewind

So, I was derping around with my deck, when I found an awesome combo - Tamiyo, the Moon Sage's -8 Emblem, and Rewind - you can continually counter everything provided you have 4 lands. So, your challenge is to make a good deck revolving around these two cards. Bonus points if it's Mono-Blue.

Its mono blue Control Mill, you use Tamiyo in conjunction with Rewind to control the field until you can mill them out Jace, it has a little bit of draw power and deck shinanigans to help you get them out. Enjoy and plz tell me what you think.

You had to splash a color blue is not strong enough by itself for control. Either white or black. I went for white better removal.

I wasn't able to pull of mono-blue, because it needed some more control. I went with black, because of control and combo potential.
