Deck Challenge: Standard U/W Miracle Mill

Hello everyone! (whoo, first post!)

So, I have been trying to make a successful mill deck for standard. It started off as a U/B Jace mill, but it just kept getting demolished by aggro decks. Someone suggested that I look into changing the colors to U/W and add in Miracle cards, and have no creatures unless I wanted to use Jace's Phantasm. I want to make it a control deck that plays out as a mill and or stall; I am not looking for the best deck in the world, just one that can hold its own in Standard.

So, I guess the challenge is to build a U/W Standard Mill that if it has creatures, it can only be Jace's Phantasm, and if there are Planeswalkers, they have to be Gideon Jura, Tamiyo, or Jace, Memory Adept (Or all three).

Tamiyo and Jace w/ a splash of white. I milled 48 in one turn with Increasing Confusion with Myr mana ramp. Love that card.

I know it has creatures but point blank it needs better than phantasms this is the perfect stall.
