There's a problem with that $30 limit, the creatures Solar Flare normally bring out are expensive ($ wise) and the dual lands are almost a must, being a 3+ colour deck (those can be pricey too).

Sundering Titan (2$) is cheap and very powerful
the origenal Solar flair ran Angel of Despair (4$) and Skeletal Vampire (1$)

so I think we've got creatures covered

The land base can be Arcane Sanctum (2$), signets and Esper Panorama's


I think I can build you a fairly cheap deck, might not be 30$ as that time has past but it'll be on a budget. I'll post something tomorrow

I was actually thinking in terms of Standard, but that could work.
