Hey i took a look at your deck. I really like the milling concept. Two other artifacts come to mind that might work to improve the milling concept. Both Mill Stone, and Keening Stone could do wonders for the deck, especially Keening Stone in the later rounds as it really would annihilate your oppenents deck with all the other milling cards you got going on. Mill Stones could be looked at if your looking for cards to add to the concept and fill out the lower portion of your mana curve.
Also with both of these being artifacts, they should fit in nicely with your multi color B/Bl theme as you should have mana color issues getting either of these into play.

Tome Scour is a bad card choice. wasting a card + :manau: to mill 5 is very underwhelming. Have you tried Hedron Crab, it's the same mana cost but has far more potential. Also at the tempo you're milling you would probably need mass or at least spot removal. Maybe go 3 damnation and 4 spot removal.
