can you make a deck using all 3 fractions of Kamigawa on a 25 and under budget

By fractions do you mean the sets within the block, or Moonfolk-Humans-Spirits?

Because I have one for the latter that I made of a draft I did with Saviours, but it doesn't have anything from the other two sets in the block

To bad it's limited to a 25$ budget, you can't even play the two broken cards from the block, umezawas jite and senseis divining top. Oh and the great card gifts ungiven
