I built this deck I call it "Wolf Pack" it is a green and red deck. It can be built in 25 dollars or less. Take a look at it and tell me what you think...

R/G werewolves. It slightly over your price range but that bcuz I run 3 Rootbound Crags for obvious reasons and 2 Swords of Body and Mind to get the wolves and protection from the green Beasts from Beast Within.

This is my wolf deck that I put together and can be put together for around 35 bucks barring the two Huntmasters, which can be replaced with another decent werewolf (or another wolf token spawner like Kessig Cagebreakers) and the deck still runs pretty good.

The mid is < $50
Very much an aggro build. Try to drop down as many cheap creatures as quickly as possible, then use one of the bigger creatures to finish.
Hellrider isn't a werewolf, but should work very nicely here!

This is the R/G Werewolf deck I've been working with. Started as just block but went back to add some stuff from Scars block to make it standard. Still tweaking it a little, but it works pretty well in casual. Should fit your budget, though.
