infinity loop?

My friend keeps talking about his friend who has a supposedly tournament legal deck that allows him to basically keep causing the other player to skip their turn, giving them basically loop where they can keep locking the player out of their turn.

But I haven't found any cards like that yet, what is he referring too? Because that seems a little unfair for an actual tournament legal deck. But I've only been playing magic for 4 months. So I'm pretty new to it.

I'm making a deck around Stonehorn Dignitary, using Venser, the Sojourner. Which can constantly make them skip their combat phase.
