I recently acquired a copy of Venser, the Sojourner and was wondering. Can you use his +2 ability on a permanent in your graveyard, since you don't have to control the permanent?

im 98% sure you cant i believe its only a permenant if its actually on the battlefield the card type may be a type of permenant but like i said im certain it can only be targeted as a permenant if its on the battlefield

That's correct, permenants only exist on the battlefield. If it's in a graveyard, library, or hand, then it's considered a "card" ("creature card" vs "creature permenant"). And if it's on the stack, then it's either a "spell" or an "ability".
