A couple of questions.
I don't know if this is the right place to ask this, if not I'm sorry. I've never played the actual card game before, so I have a few questions.
Firstly: I'm taking my first foray into making an actual deck. I have the basic idea of what I want it to do(Goblins). But I have no idea where to start. It seems like there is two categories of goblin: aggro (not sure on the term) and burn? Ideally I'd want my deck to be an aggro deck.
Secondly: I have no idea how the formats work, can I just use any cards I like if I'm going to FNM?
Thirdly: Has anyone been to Serenity Games in Belfast? I'm going there in December. Since it's going to my first attempt at playing the actual card game I'd just like to know what the atmosphere is like.

The best way to start building a Deck, I find, is to first pick a theme to base the Deck around. You've already done that, so you're already one step into the process!
The next step is to pick a second theme. I also like to call it the "winning" theme. Basically, it's the way you envision your first theme winning a game.
In your case, you picked Goblins. The first theme for them is definitely Aggro, because Goblins are typically very low-cost Creatures. In the entire history of Magic: The Gathering there have only been 16 Goblins that cost :mana5: or more.
The second theme, common to all Decks with Red Mana, is usually Burn. The idea here is that you supplement your Aggro Goblin Damage with Burn Damage to kill the other player before they can react. If you let the game go on for too long, your speed advantage with the Goblins will be gone when the other player brings out bigger Creatures. It's a very simple example, but it works.
As for what cards are Standard Legal and what cards aren't Standard Legal, I'll point you to the official website: Standard Format Deck Construction.
