Lord of Shatterskull

if Lord of Shatterskull Pass attacks (and is at max. level) is the 6 damage done to defending creatures BEFORE they have the opportunity to block the attack?

yes, the effect goes on the stack during the Declare Attackers Step and resolves before the Declare Blockers Step
