No, you can only play 1. EDH is based on the rules of Highlander and Highlander says 'There can be only one' :)
look at it from the bright side, relentless rats is a bad card no matter how many you play, EDH just saved you from making a bad deck.

Even though the "golden rule" of MTG is that card-specific rules override global rules?

Yes, a singleton format will always be singleton. it's the core of the format. It's an interesting question though but since EDH/Commander rules have never been very strict and are more of a 'what your group allows' kind of thing your group can either allow multiple rats or not. I doubt it will be allowed at an EDH tournament event though.

Ummm...That's not correct.
From the comprehensive rules (which can be found here):
112.6m An ability that modifies the rules for deck construction functions before the game begins. Such an ability modifies not just the Comprehensive Rules, but also the Magic: The Gathering Tournament Rules and any other documents that set the deck construction rules for a specific Constructed format. However, such an ability can’t affect the format legality of a card, including whether it’s banned or restricted. The current Magic: The Gathering Tournament Rules can be found at www.wizards.com/wpn/Events/Rules.aspx.
At least as far as the official rules go, you can in fact EDH the relentless rats. :D

up til this year, that wasn't the case (due to a speficic ruling on the card in the oracle), so at the original time of posting seth was correct. however this has now changed
