First Plain Deck help (will pay to create)

hey this is my first plain deck ive built many others but i need this one sept 30th tournament ready for a cheap price. I need all the tips i can get, help!!!

16 lands is not enough, you'll need at least 20-22.

Sensor Splicer isn't worth playing without other splicers.

drop Kemba's Legion and the Chancellor, focus on lower mana cost creatures like Porcelain Legionnaire, Accorder Paladin , Kemba's Skyguard.

invest in a set of Mirran Crusader


with regards to your comment, in Standard 'cheap' and 'unbeatable' are mutually exclusive. Not that there's such a thing as an actually unbeatable deck.
