how many times can i use his second and third ability? as many times as i can pay for it? just making sure...

I am pretty sure you can. Just as long as you have the necessary mana for it.

As for the third ability all you have to do is make sure that you are using the mana on artifacts like it says.

You can use activated abilities as many times as you can pay their cost.
