In the sliver deck, the only thing I can exactly suggest right away is change the commander from the Sliver Queen to the Sliver Overlord since it can fetch other slivers.

As for the mono black. You should look into adding some Tutors into the deck. For example: Diabolic Tutor, Demonic Tutor, Vampiric Tutor, Beseech the Queen
