Really Need Help With My Deck!

I got into MTG a couple months ago with some friends. I bought a starter pack which came with Blue and Dark and from that I've mainly focused on blue so I bought a deck builder's tool kit. My friend's have upgraded their decks loads. One has a green mana acceleration elf deck and he pretty much destroys me by his 5th turn. Below is a list of my deck and I really need help with what to do. I kinda want a controlling sphinx deck type thing. All blue aswell. Please give me advice on what to get.

Your green opponent will have the edge on you unless you can get control of his ramping effects. Cheap countering of spells, possibly with Spell Pierce, causes your opponent to think, and hesitate to tap out their mana. Using a Silver Myr may help you get to your bigger creatures faster.

Getting to the cards you need can be fixed by having Preordain and Jace Beleren. Having play-sets of your control cards means that you'll be more consistent in having useful cards in your hand when you need them. If you're running into mana flooding, I'd look into switching out a land for something else. I'd look into having less big creatures and using a Treasure Mage to get them when you need them, so you can have more usable spells early.
