EDH Rules

I recently heard a few contradicting rules from what I thought to be true about EDH, and I'm just curious to know if I am using the right source for the rules. (http://mtgcommander.net/rules.php)

That's the right site, those are the standard rules/banlist. There's been a few updates (The Emrakul ban and color identity) that might confuse people. There's also two other popular banlists out there for 1v1 and Magic Workstation play respectively.

So if i understand this right if i were to make a U draw/mill deck with Kami of the Crescent Moon as my General i could run 2 tome scour and 2 erasures ?
or would i only be able to run one of each

only one of each, no matter which banlist you use EDH/Commander is a Singleton format, so one-ofs only (except basic lands)
