The 0 cost ability should be -1 or -2 because you're exiling one of the cards.

Ok first of all on Scars of Mirrodin there everything is either mirran or phyrexian, exceprt planeswalkers. For this reason alone the +2 ability is boostin' either side of the war, when planeswalkers are ment for guardians of the multiverse and they aren't either side. +0 ability is better than anything, i'd play this only for that ability alone it's way broken it have to be atleast -2 for the ultimate exile, AND it's from opponents deck's top AND you know what the next card is. The ultimate is just ... fail, Tezzeret is not a mind-mage like Jace, Tezzeret is a artifician and there fore the abilities should help artifacts and artifacts alone, creating 'em making 'em better. I hope you remember Tezzeret, the Seeker and how balanced it was. My opinion is that tezzeret would come back with the ultimate of all is dust so boom artifacts stay like -6, +1 ability make two 0/1 thopther with flying on to the battlefield and -2 untap all artifacts, mana cost 1UUU. In my opinion the name the Fallen is too... bad sounding to me. Most likely the name will be: Tezzeret the Artifician, and so far Ajani and Tezzeret have been my favourite planeswalker characters, read more of Tezzeret:
