do i have to have a reason to tap my creatures?

Attacking someone with non-vigilance creatures, using their tap abilities, feeding quest counters to something...

no not like that, if i used mindslayer(i know douchy card) could i just tap their creatures?

no, you can't. You can't just randomly tap stuff, just like you can't randomly sacrifice stuff. It must have a purpose.

an easy way to remember this is the action/response guideline, every action needs an in-game purpose just like every response needs an action on the stack to act upon.
