Two reasons:
1) It gives you a trigger for Unruly Mob
2) It's cheaper

Mostly the second for me, but if someone else wanted to built it I'd say go for the bolts if you have them, since Mob being on the field is no guarantee and that's pretty much the only thing that gives CD it an advantage in play.
